考虑微电网的配电网规划综合评价体系研究

【摘要】:电力的安全、稳定和充足供应,是国民经济稳定发展的重要条件。而配电网规划工作在电力系统的建设与发展中起着至关重要的作用。配电网规划设计是一项系统性工程,其包含了较多的不确定因素,涉及到广泛的工程领域,具有非确定性程度高、系统规模大等特点。在制定配电网规划方案时,需要做到尽量准确地预测电网的未来发展趋势,合理掌控电网的发展建设与运行水平,确保规划方案能够适应未来发展的需要。这就要求对配电网规划方案开展综合评价工作。因此,本文就配电网规划综合评价问题展开研究,进行了如下几个方面的工作: 充分研究当前配电网规划综合评价工作的研究现状与进展,并结合规划工作实际的特点与需求,建立了一套较为科学完善的配电网规划方案综合评价指标体系,主要从供电协调性、发展适应性、经济性、安全可靠性等四个方面展开;基于层次分析的思想,由上至下共分为目标层、准则层、子准则层、措施层等四个指标层次;对于措施层的每个评价指标进行详细的定义与描述。 随着微电网的深入研究与推广应用,微电网接入对于配电网规划经济性、可靠性、环保效益等各方面的影响,亟需纳入规划综合评价工作。建立了微电网规划综合效益评价指标体系,并将其纳入配电网规划评价指标体系统一评价分析。 综合分析了各种常用的综合评价方法,针对其优缺点,提出了基于德尔菲法修正的层次分析法,该方法能够较好地适用于评价指标体系权重配置;基于方案判断矩阵实现措施层指标评分的优化处理;最后根据评价指标体系逐层向上递推,形成综合评价模型。 以某城市局部区域配电网规划为实例,根据本文建立的评价指标体系与综合评价模型,对不同的配电网规划方案进行评价,验证了评价指标体系与综合评价模型的可行性与有效性。
[Abstract]:The security, stability and sufficient supply of electric power are the important conditions for the steady development of the national economy. Distribution network planning plays an important role in the construction and development of power system. Distribution network planning and design is a systematic project, which contains many uncertain factors and involves a wide range of engineering fields. It has the characteristics of high degree of uncertainty and large scale of system. It is necessary to forecast the future development trend of distribution network accurately, control the level of development, construction and operation of power grid reasonably, and ensure that the planning scheme can meet the needs of future development. This requires a comprehensive evaluation of the distribution network planning program. Therefore, in this paper, the comprehensive evaluation of distribution network planning has been studied, and the following work has been done: the current research status and progress of the comprehensive evaluation of distribution network planning are fully studied. Combined with the actual characteristics and requirements of the planning work, a set of scientific comprehensive evaluation index system of distribution network planning scheme is established, mainly from four aspects of power supply coordination, development adaptability, economy, safety and reliability. Based on the idea of AHP, it is divided into four levels from top to bottom: target layer, criterion layer, sub-criterion layer and measure layer. Each evaluation index of measure layer is defined and described in detail. With the further research and application of microgrid, the impact of microgrid access on distribution network planning economy, reliability, environmental protection benefits and other aspects need to be included in the comprehensive planning evaluation. The comprehensive benefit evaluation index system of microgrid planning is established and integrated into the unified evaluation analysis of distribution network planning evaluation index system. According to the advantages and disadvantages of various commonly used comprehensive evaluation methods, a modified AHP method based on Delphi method is put forward, which can be applied to the weight allocation of evaluation index system. Finally, according to the evaluation index system, the comprehensive evaluation model is formed. Taking the local distribution network planning of a city as an example, according to the evaluation index system and comprehensive evaluation model established in this paper, the different distribution network planning schemes are evaluated. The feasibility and effectiveness of the evaluation index system and the comprehensive evaluation model are verified.
