辽宁省矿产资源管理的问题与对策研究

【摘要】：矿产资源是自然资源的重要组成部分,同时也是人类生产生活中所需要的必需品,生产的原材料来源。矿产资源随着社会经济的快速发展,地位作用在国民经济中也变得及其重要。我国由于矿产资源的过度开发、管理的滞后、不合理的矿业经济结构、低下的资源配置利用率、环境破坏等问题,尤其是资源需求量的增长,造成资源短缺现象。要加快完善矿产资源管理的进程才能解决问题。本文分析了辽宁省矿产资源管理的问题、成因及对策,在矿产资源理论、管理学理论、经济学理论及行政学理论的指导下,利用法律法规及实证调研相结合、定性与定量相结合的分析方法,并提出了措施及方案。本文分为四部分：第一部分,本课题的选题背景和意义。第二部分,分析了辽宁省矿产资源管理现状、存在的问题及原因分析。第三部分,通过矿产资源管理的概念及有关理论,论证辽宁省矿产资源管理的新模式。第四部分,探讨了辽宁省矿产资源管理的创新改革。在具体措施方面,首先,要在法制建设方面加强矿产资源管理；其次,完善矿产资源管理体制；第三,矿产资源管理也要加强软件建设。
[Abstract]:Mineral resources is an important part of natural resources, but also a necessary and raw material source for human production and life. With the rapid development of social economy, the status of mineral resources has become extremely important in the national economy. Due to the over-exploitation of mineral resources, the lag of management, the unreasonable economic structure of mining industry, the low utilization rate of resource allocation, the environmental damage and so on, especially the increase of resource demand, the shortage of resources is caused in our country. Only by speeding up the process of improving the management of mineral resources can we solve the problem. This paper analyzes the problems, causes and countermeasures of mineral resources management in Liaoning Province. Under the guidance of mineral resources theory, management theory, economics theory and administrative theory, this paper combines laws and regulations with empirical investigation. The qualitative and quantitative analysis method is combined, and the measures and schemes are put forward. This paper is divided into four parts: the first part, the background and significance of this topic. The second part analyzes the present situation, problems and causes of mineral resources management in Liaoning Province. The third part demonstrates the new model of mineral resources management in Liaoning province through the concept and theory of mineral resources management. The fourth part discusses the innovation reform of mineral resources management in Liaoning Province. In the aspect of concrete measures, firstly, we should strengthen the management of mineral resources in the construction of legal system; secondly, we should perfect the management system of mineral resources; thirdly, the management of mineral resources should also strengthen the construction of software.
