【摘要】:作为整合自然、社会与人文等多种资源的地理信息数据,是城市规划管理、发展战略决策的基础支撑,加强地理信息系统建设,对于完善城市发展布局、提升城市综合竞争力具有重要意义。利用现代信息采集手段与数据建模方法,将多源空间属性数据与城市规划建设资源集成整合,形成“多源信息综合共享”的三维城市规划地理信息系统,为城市规划建设与批后定点管理,提供重要的技术支持与智力保障,科学制定城市发展战略,有效指导城市多元发展规划。本文从研究城乡规划管理信息化的关键技术着手,在全面系统地阐述应用方法、最新理论与发展趋势后,以城市规划需求分析为指导,对地理信息技术GIS(Geographic Information System)、空间数据处理等相关问题进行了阐述分析,并以延安市三维规划地理信息系统工程建设为依托,从系统开发平台、空间数据库、总体与详细功能设计方面,参照地理信息系统开发流程进行了探讨分析,并进行了相关的系统测试,为同类三维规划地理信息系统建设提供参考依据。本文的主要研究内容分为以下几点:(1)以“数字延安”为基础平台,针对延安市规划系统进行了需求分析,并对建立延安市规划地理信息系统完成了数据库和应用系统设计。以规划审批项目的流程化管理为目标,从空间数据的类型、组织结构、输入与编辑、空间分析功能以及空间数据库等方面入手,对延安市三维规划地理信息系统进行了系统总体设计、数据库设计与子系统详细设计。(2)从系统的功能方面,对相关规划进行了部分功能实现。文章以三维城市规划系统设计为基础,实现了规划相关证书的申请、审批、打证、数据上传等功能,服务于“一书两证”业务审批,为规划审批数据发现、共享,发布与使用的“一站式”规划审批政务等功能,提供了参考价值,为“数字延安”建设提供空间信息支撑,打破传统城市不同行业和部门之间的信息壁垒。
[Abstract]:As a combination of natural, social and human resources, geographic information data is the basic support of urban planning management, development strategy decision, strengthening the construction of geographic information system, to improve the layout of urban development, It is of great significance to enhance the comprehensive competitiveness of the city. By means of modern information collection and data modeling, the multi-source spatial attribute data and urban planning and construction resources are integrated and integrated to form a three-dimensional urban planning geographic information system, which is "multi-source information comprehensive sharing". It can provide important technical support and intellectual support for urban planning and construction and post-approval management, scientifically formulate urban development strategy, and effectively guide urban pluralistic development planning. In this paper, the key technologies of urban and rural planning and management information are studied, and the application method, the latest theory and the development trend are expounded in a comprehensive and systematic way, which is guided by the demand analysis of urban planning. Based on GIS Geographic Information system, spatial data processing and other related problems, based on the construction of three dimensional planning geographic information system in Yan'an city, the system development platform and spatial database are discussed and analyzed. In the aspect of overall and detailed functional design, this paper discusses and analyzes the development process of GIS, and carries out relevant system tests, which provides a reference for the construction of similar 3D planning GIS. The main research contents of this paper are as follows: 1) based on "Digital Yan'an", the requirements of Yan'an planning system are analyzed, and the database and application system are designed for the establishment of Yan'an planning geographic information system. Aiming at the process management of the planning approval project, the paper starts with the types of spatial data, organization structure, input and edit, spatial analysis function and spatial database, etc. In this paper, the overall system design of Yan'an 3D planning geographic information system, database design and subsystem detailed design. 2) from the function of the system, some functions of the related planning are realized. Based on the design of 3D urban planning system, this paper realizes the functions of application, examination and approval, certificate typing and data uploading of planning related certificates, and serves the business examination and approval of "one book and two certificates", so as to find and share the planning approval data. The functions of "one-stop" planning and approval of government affairs issued and used provide reference value, provide spatial information support for the construction of "digital Yan'an", and break the information barriers between different industries and departments in traditional cities.
