能源约束背景下中国生物质能行业发展潜力及激励政策研究

【摘要】：目前,我国的生物质能行业发展面临着粮食短缺、原料供应不足、政策不健全、管理缺位、市场机制不健全等一系列的问题。而能源行业属于国家垄断性行业,受政府宏观调控影响较大。本文通过收集数据、建立模型,分析了我国煤炭、石油、天然气三种化石能源的供应与需求之间的矛盾,指出化石能源面临枯竭,供应和需求的缺口在未来将愈来愈大的事实。如果保持目前的能源结构和经济发展速度,在未来,我国的能源供应将远不足以满足国内正常经济发展的消耗需求,必须大量依靠进口,能源安全问题日益突出。通过对生物质能的优势进行总结,针对我国资源的具体情况和生物质能产业目前的发展情况,判断出我国的生物质能产业还具有很强的发展潜力。理想情况下,将在未来部分弥补我国化石能源的供需缺口。通过对以《可再生能源法》为基本法的我国有关生物质能产业发展的政策法规条例进行梳理总结,发现出我国政策法律在生物质能产业方面的空缺,将不利于激励我国生物质能产业的高速发展。最后,本文采取了对比分析的方法,针对生物质能源在我国的快速发展所需,借鉴国外激励生物质能源发展的政策,对我国在生物质能产业政策制定过程中种种问题进行了剖析。从我国的生物质能管理体制、财政税收激励政策、研究开发激励政策方面,提出了解决我国生物质能开发利用过程中所面临的诸多阻碍的相关对策和建议。选择了燃料乙醇产业为代表进行了波特五力分析,从而分析得出了我国生物质能行业的发展潜力和国家激励政策的制定方向。
[Abstract]:At present, the development of biomass energy industry in China is faced with a series of problems, such as food shortage, insufficient supply of raw materials, imperfect policy, lack of management, imperfect market mechanism, and so on. And energy industry belongs to national monopoly industry, by government macroscopical regulation and control influence is bigger. This paper analyzes the contradiction between supply and demand of coal, oil and natural gas by collecting data and establishing model, and points out that fossil energy is facing depletion, and the gap between supply and demand will be bigger and bigger in the future. If we maintain the current energy structure and economic development speed, in the future, the energy supply of our country will be far from enough to meet the consumption demand of domestic normal economic development, we must rely heavily on imports, and the energy security problem will become increasingly prominent. Through summing up the advantages of biomass energy, according to the specific situation of resources and the current development of biomass energy industry in China, it is concluded that China's biomass energy industry still has a strong development potential. Ideally, it will partly fill the gap between the supply and demand of fossil energy in the future. By combing and summarizing the policies and regulations on the development of biomass energy industry in China, which is based on the Renewable Energy Law as the basic law, it is found that the policy and law of our country are vacant in the field of biomass energy industry. Will not be conducive to encouraging the rapid development of biomass energy industry in China. Finally, this paper adopts the method of comparative analysis, aiming at the need of the rapid development of biomass energy in our country, draw lessons from the foreign policies to stimulate the development of biomass energy. The problems in the policy making of biomass energy industry in China are analyzed. From the aspects of China's biomass energy management system, fiscal and tax incentive policy, research and development incentive policy, this paper puts forward some relevant countermeasures and suggestions to solve many obstacles in the process of biomass energy development and utilization in China. The fuel ethanol industry was selected as the representative of the Porter five forces analysis, and the development potential of biomass energy industry in China and the direction of national incentive policy formulation were analyzed.
