习近平海洋思想研究

【摘要】：当今时代,海洋在一个国家经济社会发展中的作用愈加突出。世界各国都不同程度地提高对海洋地位的重视,越来越多的发达国家和发展中国家将海洋纳入自身经济与社会发展的战略当中。新中国成立以来,我国的海洋事业发展取得重大成就,但从总体上看,各国对海洋发展的重视及开发和利用程度还远远不够。随着改革开放的不断深入和我国经济社会发展的需求,中国逐渐加强了对海洋的关注和控制,开始将海洋纳入国家经济社会发展的大局中。特别是党的十八大以来,以习近平为核心的党中央面对世界范围内对海洋的开发利用与管控的新局势,围绕着全面建设小康社会的战略目标和中华民族伟大复兴中国梦,将我国对海洋的经略提升至一个新的高度。作为党和国家的领导核心,习近平同志在总结我国关于海洋管理经验和教训的基础上,对海洋问题提出了一系列新的观点和要求,形成了习近平海洋思想,这是党和国家关于经略海洋的理论结晶,丰富了中国特色社会主义理论体系,是我们发展海洋事业、建设海洋强国的指导思想。认真梳理、学习和研究习近平海洋思想是学术研究的迫切任务之一,具有重要的理论和实践意义。本文共分六章：第一章,绪论。本章对本文的选题背景、研究意义及国内外研究现状进行了总结和评述,阐述论文的研究思路与方法。第二章,习近平海洋思想提出的背景与研究的理论基础。本章分析了习近平海洋思想提出的国际海洋大环境。通过总结我国经略海洋的历史教训和面对中国经济社会发展对海洋提出的新要求,提出习近平海洋思想对国家当前与长远发展有着重要的指导作用。第三章,习近平海洋思想的主要内容。本章对习近平海洋思想的主要组成部分进行分析和梳理,将其概括为五个主要部分,即建设海洋强国、构筑强大的海上力量、共建21世纪海上丝绸之路、构建和谐海洋、发挥海洋在两岸关系中纽带作用。对习近平海洋思想的作用对象全面把握,深入探讨,系统总结。第四章,习近平海洋思想的基本特征。习近平海洋思想从中国特色社会主义事业的实践出发,对国家发展海洋的重要影响进行客观分析和前瞻性的构想,在指导中国海洋事业发展的过程中,形成了具有个人鲜明执政特色和体现国家阶段性特征海洋思想。本章通过归纳习近平海洋基本特征特色,深入分析其具有中国特色社会主义海洋事业建设的本质属性。第五章,习近平海洋思想的时代价值。本章阐述习近平海洋思想继承发展马克思主义海洋观、丰富了中国特色社会主义理论体系的重要理论与实践意义,阐述习近平海洋思想在推动国家海洋事业建设中的重大现实价值。第六章,落实习近平海洋思想的路径选择。本章提出以习近平海洋思想为根本指导,以建设海洋强国为基本着力点,借鉴国外海洋发展的成功经验,从顶层设计、管理体制创新、人才培养、海洋意识培育全方式视域,加快我国建设海洋强国的对策思路。
[Abstract]:Nowadays, role of the ocean in a national economic and social development in the increasingly prominent. Countries in the world have varying degrees of the ocean's importance, the developed countries and the developing countries will be more and more marine into its economic and social development strategy. Since the new Chinese was established, China's marine development has made significant achievements, but on the whole, attention and developed countries of marine development and utilization degree is not enough.
