【摘要】:海岸带是海洋和陆地两大自然单元相互衔接的过渡地带,也是人口、能源和资源的流入地,以及资源开发和经济发展的前沿阵地。海岸带的大力开发一方面造成了资源的浪费和紧缺,另一方面也严重破坏了海岸带的生态环境。因此,如何在海岸带开发过程中进行科学规划与建设,如何平衡开发利用和生态保护就显得尤为重要。针对海岸带的开发利用与生态保护之间的矛盾,基于国内外有关海岸带开发的研究成果,总结出海岸带的生态敏感区域类型和开发利用方式;构建了港口建设、城镇建设、临港工业建设、旅游休闲和渔业养殖的适宜性评价体系,并建立基于开发潜力-生态限制模型的海岸带开发适宜性评价方法,其中开发潜力因子权重由网络分析(ANP)和模糊层次分析(FAHP)相结合确定,生态限制因子叠加规则采用取大原则;利用已开发区域和基于模糊证据权模型的预测开发区域,提出对适宜性评价结果进行验证的方法;以北方某市海岸带的港口建设为例,进行了算例研究,将评价结果划分为最适宜开发区域、高适宜开发区域、中适宜开发区域、低适宜开发区域和不适宜开发区域五个等级,分别占海岸带陆域面积比例为:8.72%、14.29%、17.14%、29.34%和30.51%,占岸线比例分别为:31.11%、11.47%、12.28%、13.69%和31.45%;通过已建港区、风景名胜及海洋保护区和预测港区占用的岸线对评价结果进行验证,已建港区和预测港区占用的岸线处于最适宜开发岸线的比例分别为87.68%和78.29%,风景名胜及海洋保护区占用的岸线处于不适宜开发岸线的比例为76.59%。结果表明,本研究提出的开发潜力-生态限制模型能准确、有效地对海岸带开发适宜性进行评价,可以为海岸带的空间规划提供理论参考。
[Abstract]:The coastal zone is a transitional zone where the two natural units of the sea and land are connected to each other, and it is also the place where the population, energy and resources flow. On the one hand, the development of coastal zone caused the waste and shortage of resources, on the other hand, it also seriously damaged the ecological environment of coastal zone. How to plan and construct scientifically in the process of coastal zone development, how to balance development and utilization and ecological protection is particularly important, aiming at the contradiction between the exploitation and utilization of coastal zone and ecological protection. Based on the research results of coastal zone development at home and abroad, the types of ecologically sensitive areas and the ways of development and utilization of coastal zone are summarized. The suitability evaluation system of port construction, town construction, port industry construction, tourism leisure and fishery breeding was established, and the evaluation method of coastal zone development suitability based on exploitation potential-ecological restriction model was established. The weights of development potential factors are determined by the combination of network analysis (ANPs) and fuzzy analytic hierarchy process (FAHP), and the principle of ecological restriction factor superposition is adopted. Based on the developed region and the predictive development area based on fuzzy evidence weight model, a method to verify the suitability evaluation results is put forward. Taking the port construction in the coastal zone of a northern city as an example, the evaluation results are divided into the most suitable development area, the high suitable development area and the middle suitable development area. There are five grades of low and unsuitable development areas, which account for 29.34% and 30.51%% of the land area of coastal zone, respectively, accounting for 14.29% and 17.14% of the total land area of the coastal zone, respectively. The proportion on the shoreline was 13.69% and 31.45%, respectively, and 11.47% and 12.28%, respectively. The evaluation results are verified by the established port areas, scenic spots and marine protected areas and the shoreline occupied by the predicted port areas. The proportion of the coastline occupied by the established port area and the predicted port area is 87.68% and 78.29%, respectively. The proportion of coastline occupied by scenic spots and marine protected areas is 76.599.The results show that the development potential-ecological limitation model proposed in this study is accurate. The evaluation of coastal zone development suitability can provide a theoretical reference for the spatial planning of coastal zone.
