海洋强国战略背景下的海洋人才建设研究

【摘要】：中国共产党第十八次代表大会上正式提出了“提高海洋资源开发能力,发展海洋经济,保护海洋生态环境,坚决维护国家海洋权益,建设海洋强国。”的战略目标并做出部署。在这一背景下我国海洋事业迎来快速发展的关键时期,也是建设海洋人才的关键时期。如何在发展海洋事业中充分发挥好海洋人才这一战略资源的作用,全力推进海洋事业的蓬勃发展,共同建设海洋强国具有重要意义。本文通过搜集整理海洋人才建设的有关文献,分析整理相关领域的统计资料,采用文献分析法、统计分析法等研究方法。首先对海洋强国和海洋人才的定义进行了界定,分析了海洋强国和海洋人才建设的内在联系。其次梳理了我国海洋主管部门在海洋强国背景下为加强海洋人才建设所进行的实践和努力。最后通过数据分析了我国当前海洋人才建设中存在的不足和问题,主要包括:海洋人才供给不足;海洋人才地区分布不均衡;复合型海洋人才依然短缺;海洋人才专业分布结构不合理;高层次海洋人才匮乏等。本文针对人才培养中存在的问题尝试性地提出了完善海洋人才建设顶层设计;鼓励涉海院校改革培养模式;构建海洋终生教育体系;加大资金投入力度;创新人才引进方式等建议,希望能够为加强海洋人才建设,推进海洋强国建设提供参考。
[Abstract]:At the 18th Congress of the Communist Party of China (CPC), it was formally put forward that "to improve the ability of marine resources development, to develop marine economy, to protect the marine ecological environment, and to resolutely safeguard the state's marine rights and interests." Under this background, our country's marine enterprise ushered in the key period of rapid development. It is also a key period for the construction of marine talents. How to give full play to the role of marine talents as a strategic resource in the development of marine undertakings, and to promote the vigorous development of marine undertakings. It is of great significance to build a powerful marine country together. This paper analyzes and collates the statistical data of related fields by collecting and sorting out the relevant documents of marine talents construction, and adopts the literature analysis method. Firstly, the definition of ocean power and marine talents is defined. This paper analyzes the internal relations between the marine power and the marine talents construction. Secondly, it combs the practice and efforts made by the marine authorities in China to strengthen the marine talents construction under the background of the marine powerful nation. Finally, the author analyzes me through the data. The deficiencies and problems existing in the current construction of marine talents in China. The main contents are as follows: the supply of marine talents is insufficient; The regional distribution of marine talents is not balanced; There is still a shortage of compound marine talents; The distribution structure of marine talents is unreasonable; Aiming at the problems existing in the training of talents, this paper tries to improve the top-level design of marine talents construction. To encourage colleges and universities involved in the sea to reform the training model; Constructing marine lifelong education system; Increase the investment of funds; The author hopes to provide reference for strengthening the construction of marine talents and promoting the construction of ocean power.
