【摘要】：随着山东半岛蓝色经济区的构建和建设，日照国际海洋城的迎来了海洋产业的发展契机。规划先行，有利于海洋城构建合理的产业发展体系，并对投资的全过程进行动态控制，以此获得较好的经济效益。因此，对国内外的理论研究和实际案例的发展情况进行客观、全面的分析和评价，针对日照国际海洋城产业发展的实际需要项目，对发展基础、发展意义等问题进行了可行性分析和评价，并对投资的风险进行评估和控制，这将对日照市城市中心区的投资和发展具有实践意义。本文借鉴海洋产业发展的研究思路和方法，结合日照国际海洋城的具体情况，分析阐述了海洋产业的发展优势、发展机遇，并对产业发展的挑战和制约因素进行预测。随后对日照国际海洋城海洋产业发展的意义进行了全面的分析，作为研究的项目背景基础。在背景分析之后，文章提出了日照国际海洋城的产业战略定位，根据主导产业的选择依据和swot分析，确定了海洋城的主导产业，并提出产业发展的目标，针对六大主导产业分别阐述了产业的发展重点。以此为产业发展规划的主要内容，论文随后进行了产业的空间布局研究。根据实例的具体情况，确定了产业布局原则，提出了总体布局的构架，并对重点产业进行了布局研究。为了将发展的远期目标和近期目标进行结合，实现可持续发展，文章还对产业发展的建设时序进行了分析。文章的最后，根据以上研究和分析，提出了日照国际海洋城产业发展的保障措施，，从组织领导、土地财政政策、金融支持、人才培养、国际合作和资源环境保护等方面入手，为在发展中实现规划目标提供了一系列的保障手段。这对日照日照国际海洋城的产业发展具有重要意义，有助于新区的合理化发展和建设。
