新常态背景下中国海洋经济可持续发展评价体系研究

【摘要】：新常态背景下,中国海洋经济发展所处的内部和外部发展环境都发生了深刻变化,海洋经济发展面临着重大的机遇与挑战。海洋经济的可持续发展应涵盖海洋生态、海洋经济和海洋社会三个方面。构建新常态下海洋经济可持续发展评价指标体系的重点和难点在于如何准确地反映中国当前海洋经济发展的现状、发展趋势并对中国海洋经济可持续发展的能力进行评价。因此,新常态下中国海洋经济可持续发展评价体系应涵盖海洋经济子系统、海洋环境子系统、海洋资源子系统、海洋社会子系统、海洋经济可持续发展潜力子系统、海洋民生子系统六大子系统。在当前的新常态背景下,此评价体系的应用重点在于考察中国海洋经济的可持续发展能力、沿海地区经济社会发展水平以及海洋资源开发与海洋生态环境保护问题等。
[Abstract]:Under the background of the new normal, the internal and external development environment of China's marine economic development has undergone profound changes, and the marine economic development is facing great opportunities and challenges. The sustainable development of marine economy should include marine ecology, marine economy and marine society. The key point and difficulty of constructing the evaluation index system of marine economy sustainable development under the new normal condition lies in how to accurately reflect the current situation of marine economy development in China, the development trend and the ability to evaluate the sustainable development of marine economy in China. Therefore, the evaluation system of China's marine economic sustainable development under the new normal condition should include marine economic subsystem, marine environment subsystem, marine resources subsystem, marine social subsystem, marine economic sustainable development potential subsystem. Ocean people's livelihood subsystem six major subsystems. Under the background of the new normal, the application of this evaluation system is focused on the sustainable development ability of China's marine economy, the level of economic and social development in coastal areas, the exploitation of marine resources and the protection of marine ecological environment.
