山东半岛蓝色经济区海洋经济创新发展问题研究

【摘要】：全球经济高速发展,与此同时,诸多因发展带来的问题也逐渐凸现出来。全球资源性原料的缺失以及环境条件日益恶化等问题都将成为全球未来的挑战。全球海洋面积占地球总面积的71%,拥有丰富的自然资源。近几年,海洋经济快速发展,众多新型海洋资源不断被开发利用,为传统的海洋经济快速发展带来的环境和资源问题带来了新的解决途径。世界各个经济体均开展了以海洋经济为要点的“蓝色经济”发展战略,可以说,21世纪是海洋世纪。2011年上半年,《山东半岛蓝色经济区发展规划》的正式批复,这是中国首个以海洋经济为要点的区域性的战略发展规划。通过对美国、日本、加拿大和澳大利亚等世界海洋经济发达国家成功发展海洋经济所得成果与经验的分析与总结,能够在更高程度上促进山东半岛蓝色经济区海洋经济创新发展。本文运用SWOT分析法,对山东半岛蓝色经济区海洋经济创新发展中内部的优势与劣势以及外部环境中将要面临的机遇和可能遭受威胁分别进行了分析研究。为提高海洋经济创新发展能力,我们首先运用科学的方法对山东半岛蓝色经济区海洋经济的创新发展运行状况、实现程度、取得成果进行评估,创新发展能力评价是创新发展从理论阶段上升为实践阶段的前提。本文在研究产业创新发展能力与海洋经济创新发展能力的基础上,结合山东半岛蓝色经济区海洋经济实际的具体情形,构建了山东半岛蓝色经济区海洋经济创新发展评价指标体系,然后运用SPSS软件,选取主成分分析法,对山东半岛蓝色经济区海洋经济创新发展状况进行综合打分,且采用同样的方法,对山东半岛蓝色经济区内七个地市的海洋经济创新发展能力评估并综合打分,为创新发展战略的研究提供了服务。在前文对山东半岛蓝色经济区海洋经济创新发展现状的阐述及实证分析基础上,我们有针对性的提出了海洋经济创新发展的政策建议。所提出的政策建议主要涉及优化海洋经济产业结构、落实科教兴海战略、提升海洋生态环境保护能力三方面。合理的政策建议是引导海洋经济创新发展的重要保证。

Through the analysis and summary of the achievements and experiences of the successful development of the marine economy in the developed countries of the United States, Japan, Canada and Australia, the results and experience of the successful development of the marine economy can be promoted to a higher degree in Shandong. On the basis of the previous article and the empirical analysis of the present situation of the marine economic innovation and development in the Blue Economic Zone of Shandong Peninsula, we have put forward the innovative development of the marine economy. The policy proposals put forward are mainly related to the optimization of the industrial structure of the marine economy, the implementation of the strategy of developing the sea by science and education, and the promotion of three aspects of the marine ecological environment protection capability.
