基于可拓学理论的化工企业消防安全评价研究

【摘要】:化工企业是一个存在高火灾风险的生产区域,一旦发生火灾爆炸事故将导致人员伤亡和财产损失。本文通过建立化工企业消防安全评价体系,研究化工企业消防安全评价的目标、方法、程序、内容及评价结果,应用先进的评价技术对化工企业消防安全进行整体评价,可促进化工企业健康发展,减少和降低火灾事故造成的严重后果,具有十分现实的意义。本文调查了国内及大连大孤山化工园区的发展现状,对引起化工企业的火灾事故的火灾风险进行了辨识及分析。结合化工企业消防相关法律法规及消防工作实际,在以往人、机、环、管的基础上,引入建筑固有火灾风险、消防隐患,提高了分析的全面性。确定和分析后,构建了拥有3个一级消防评价指标,10个二级消防评价指标,39个三级消防评价指标的消防安全评价指标体系。本文确定了以层次分析法对化工企业消防安全评价指标体系进行权重分配计算、以多级可拓评价方法对化工企业消防安全进行评价计算的方法和模式。对大连碳化工有限公司30万吨甲醇工程项目消防安全评价,得出项目消防安全为“风险可接受,需要改进”的评价结果。实例验证了本文所提出的化工企业安全评价体系能够对化工企业消防安全水平做出客观的评价,准确的找出消防工作薄弱环节,同时能对进一步提升化工企业的消防安全水平,提出具有针对性的指导意见,具有一定的应用价值。
[Abstract]:Chemical enterprise is a production area with high fire risk. Once a fire and explosion accident occurs, it will lead to casualties and property losses.Based on the establishment of fire safety evaluation system in chemical enterprises, this paper studies the objectives, methods, procedures, contents and evaluation results of fire safety evaluation in chemical enterprises, and applies advanced evaluation techniques to evaluate the overall fire safety of chemical enterprises.It can promote the healthy development of chemical enterprises, reduce and reduce the serious consequences caused by fire accidents, which has a very practical significance.This paper investigates the development situation of Dagushan Chemical Industry Park in China and Dalian, and identifies and analyzes the fire risk caused by fire accident in chemical enterprises.Based on the related laws and regulations of fire control in chemical enterprises and the practice of fire control work, the inherent fire risk and fire risk of buildings are introduced on the basis of previous people, machines, rings and pipes, thus improving the comprehensiveness of analysis.After determination and analysis, a fire safety evaluation index system with 3 first-grade fire evaluation indexes, 10 second-level fire evaluation indexes and 39 third-level fire safety evaluation indexes was constructed.In this paper, the analytic hierarchy process (AHP) is used to calculate the weight of fire safety evaluation index system in chemical enterprises, and the method and mode to evaluate and calculate fire safety in chemical enterprises by multilevel extension evaluation method.To evaluate the fire safety of 300000 ton methanol project of Dalian carbon Chemical Co., Ltd., it is concluded that the fire safety of the project is acceptable risk and needs to be improved.The example shows that the safety evaluation system proposed in this paper can objectively evaluate the fire safety level of chemical enterprises, find out the weak links of fire protection work accurately, and further improve the fire safety level of chemical enterprises.It has certain application value to put forward targeted guidance.
