【摘要】:中国经济在高速发展的同时也导致了一系列问题,环境污染的不断加重就是其中一项。在我国经济发展过程中,项目建设对促进经济的发展具有较强的推动作用,因此,在进行项目建设时除了要考虑项目的建设工期、成本费用、项目质量三大要素之外,还需要考虑项目的环境影响情况。为约束建设项目的环境影响行为,2002年国家颁布了《中华人民共和国环境影响评价法》,该法条中明确规定,建设项目环境影响评价文件未经相关批准的,一律不得开工建设。因此,不论何种建设项目,在项目建设施工之前对项目进行环境影响测评成为判定项目是否具有建设可行性的重要指标。项目环境影响评价是对建设项目的建设期间和运营期间内可能造成的环境影响进行预测、分析和论证,并根据环境分析结果提出可采取的相应防治措施和对策。因此,要对项目进行环境影响评价,首先要对建设项目环境影响评价进行理论溯源,环境影响评价分别涉及到可持续发展理论、循环经济理论、环境经济学理论和系统科学理论;同时在理论溯源的基础之上需要系统梳理国内外有关建设项目环境影响评价原则、方法、内容等的相关文献,为具体项目的环境影响评价研究奠定理论基石。其次,针对山东健源豌豆深加工改扩建项目基本情况:项目的建设规模、建设布局、区位条件、产品方案、所处的环境状况、区域环境质量现状等方面内容,并分析了该项目在施工期及运营期中对环境质量造成影响的因素,通过研究发现,无论是项目施工期还是运营期,废水、废气、噪声、固体废弃物都是影响环境质量的主要因素。随后,针对造成环境污染的四项污染因子,分别对项目污染因子的排放情况进行监测,根据监测结果从生态学角度分析目前建设项目周围的环境影响情况,最终采用单因子指数法、超标值评价法等环境影响预测方法对该项目建设完成后对环境可能的影响进行预测分析,预测结果如下:项目所处区域的环境空气质量除TSP和PM10稍有超标外,其余因素均符合环境质量标准,TSP和PM10的超标主要与当地干燥气候有关,属于普遍现象;项目所产生的废水经过污水处理厂处理后,能够达到污水处理排放标准中的一级标准,污水处理符合标准;项目建成后各项设备的昼夜噪声排放情况均小于50dB(A),声环境符合要求;项目产生的固体废弃物均有相应的处理方式,经处理后不会对环境造成影响,经过预测,从环境质量角度,项目符合标准,具备可行性。除了对项目环境影响因素进行监测预测外,文章还对环境风险因素进行识别与管理,提出应对环境风险的措施、预案。最后,根据山东健源豌豆深加工项目的特点,提出了优化该项目建设的对策建议,以便使项目建成后,能达到最大的社会、环境、经济效益。
[Abstract]:The rapid development of China's economy has also led to a series of problems, and the increasing pollution of the environment is one of them. In the process of China's economic development, project construction to promote economic development has a strong role in promoting, therefore, in the project construction should be considered in addition to the project time, cost and project quality of three elements, also need to consider the environmental impact of the project. In order to constrain the environmental impact behavior of construction projects, in 2002, the state promulgated the law of the People's Republic of China on environmental impact assessment, which clearly stipulates that the environmental impact assessment documents of construction projects are not allowed to start construction without relevant approval. Therefore, no matter what kind of construction project, environmental impact assessment before project construction is an important index to determine whether the project has feasibility of construction. Project environmental impact assessment is the prediction, analysis and demonstration of the environmental impact that may be caused during the construction period and operation period of the construction project. Based on the results of environmental analysis, corresponding preventive measures and countermeasures are put forward. Therefore, to carry out environmental impact assessment of the project, the first to the theory of the construction project environmental impact assessment, environmental impact assessment were related to the theory of sustainable development, circular economy theory, environmental economics theory and system science theory; the related literature also need environmental impact system combing the domestic and foreign construction project evaluation principles, methods and contents based on the theory of the environmental impact of specific project evaluation research laid the theoretical foundation. Secondly, according to the basic situation of Shandong Jianyuan pea deep processing expansion project: construction scale, layout, location, product scheme, the environment status of the project, the regional environmental quality and other aspects of the status, and analyzes the factors of the project impact on the environment quality in construction period and operation period, through research found, whether the project construction period and operation period, waste water, waste gas, noise and solid waste are the main factors affecting the quality of the environment. Then, according to the four pollution caused by environmental pollution, emissions of pollution monitoring project factors respectively, the analysis of the current construction projects around the environmental impact from the perspective of ecology according to the monitoring results, finally the single factor index method, impact on the environment could exceed the standard value prediction method for the completion of the project environmental impact assessment method after the analysis of the prediction results are as follows: the project area of the ambient air quality in addition to TSP and PM10 slightly exceed the standard, other factors are in line with the environmental quality standards, the main TSP and PM10 exceed the standard should be related to local dry climate, is a common phenomenon; the project produced wastewater through the sewage treatment plant after treatment. Can reach the wastewater discharge standards in the standard level, sewage treatment standard; after the completion of the project emissions of the equipment noise day and night were less than 50 DB (A), the sound environment meets the requirements. The solid waste generated by the project has the corresponding treatment way. After treatment, it will not affect the environment. After prediction, from the perspective of environmental quality, the project meets the standards and is feasible. Besides monitoring and predicting the environmental impact factors of the project, the article also identifies and manages the environmental risk factors, and puts forward the measures and plans for dealing with the environmental risks. Finally, according to the characteristics of Shandong Jianyuan pea deep processing project, and puts forward some countermeasures and suggestions to optimize the construction of the project, so that after the completion of the project, to achieve social, environmental and economic benefits of the largest.
