【摘要】：我国的水源地保护工作在新时期面临着巨大的挑战。自改革开放以来,我国的制造业得到了长足的发展,已经成为了公认的世界工厂。同时由于我国是后发工业国,在过去的快速发展过程中,环保相关的处理措施相对滞后,使得长期以来我国的工业废水处理率较低,造成了大量的污染。我国的水资源人均占用量低,使用效率也低,而水质污染却日益加剧。我国各地面临的水源地保护形势日益严重。许多发达国家通过水源地保护法律体系和流域管理机制,利用经济调控手段、景观水源工程,同时结合高科技手段作为补充,已经建立起了比较成熟的水资源利用和保护体系。这些成功的经验和手段无疑将为我们制定更好的水源地保护策略提供参考。然而,由于我国经济上处于发展中国家阶段,并且幅员辽阔环境多样,制定相关水源地保护政策必须要综合考虑当时当地的客观条件,因地制宜地制定更高效和更利于实施的水源地保护策略。在上述背景下,本文展开了对水源地环境保护问题的研究。论文选取泰安市宁阳县胡中屯水源地作为研究对象,从国内外对水源地保护问题研究现状入手,运用外部性理论、可持续发展理论、公共产品理论等相关知识,在实地调查和文献资料整理的基础上,对胡中屯水源地的自然属性、社会属性、供水情况进行分析,并从水源地保护区划分、环境监测监察、安全应急和备用水源等方面对其目前的保护效果进行评价。最后,依据我国现行的水源地保护政策以及环境影响评价等制度规定,结合实际环境保护工作经验,提出规划建立水源地保护园区的建议,结合规划环境影响评价的思想,整体性统筹水源保护、园区基础设施建设、建设项目开发等工程,考虑累积效应,使整个保护区成为一个有机协调的系统,同时从加强公众宣传、建立部门性联动机制、完善监测监管机制与应急预警体系等环境保护职能切入,探讨水源地环境保护方面对策建议,以期对水源地保护问题进行更深入细致的分析,并对下一步水源地保护的对策制定有所贡献。
[Abstract]:The protection of water sources in China is facing great challenges in the new period. Since the reform and opening up, the manufacturing industry in China has been greatly developed. Has become a recognized world factory. At the same time, because China is a latecomer industrial country, in the past rapid development process, environmental protection related measures are relatively lagging behind. For a long time, the treatment rate of industrial wastewater in China has been low, resulting in a large number of pollution, and the per capita consumption of water resources in China is low, and the utilization efficiency is also low. However, water pollution is getting worse day by day. The situation of water source protection is becoming more and more serious all over China. Many developed countries make use of economic control means through the legal system of water source protection and watershed management mechanism. Landscape water source engineering, combined with high-tech means as a supplement. A more mature water resources utilization and protection system has been established. These successful experiences and means will undoubtedly provide a reference for us to formulate better water source protection strategies. Because our country is in the developing country stage economically, and the vast territory environment is diverse, must consider the local objective condition synthetically at that time to formulate the relevant water source protection policy. To formulate more efficient and effective water source protection strategies according to local conditions. In the above context. In this paper, the environmental protection of water source area is studied. This paper selects Huzhong Tun water source area in Ningyang County, Taian City as the research object, starting with the current research situation of water source protection at home and abroad, using the theory of externality. Sustainable development theory, public goods theory and other related knowledge, on the basis of field investigation and literature collation, the natural attributes, social attributes and water supply of Huzhong Tun water source are analyzed. And from the water source protection area division, environmental monitoring and supervision, safety emergency and reserve water resources and other aspects of its current protection effectiveness evaluation. Finally. According to the current water source protection policy and environmental impact assessment system, combined with the actual experience of environmental protection, this paper puts forward the proposal of planning and establishing water source protection park. Combined with the idea of planning environmental impact assessment, the whole protection of water resources, park infrastructure construction, construction project development and other projects, considering the cumulative effect, make the whole protected area become an organic and coordinated system. At the same time, from strengthening the public propaganda, establishing the departmental linkage mechanism, perfecting the monitoring and supervision mechanism and emergency warning system and other environmental protection functions, this paper discusses the countermeasures and suggestions on environmental protection of water sources. The purpose of this paper is to make a more thorough and detailed analysis on the protection of water source, and to contribute to the formulation of countermeasures for the protection of water source in the next step.
