【摘要】:随着生态危机的加剧,环境保护成为了人们关注的重点,在新形式下如何维护生态平衡成为人类发展道路上需要面对的重点问题之一。文章分别从传统媒体与新媒体两个角度分析了媒体参与环境保护过程中所扮演的角色及作用。传统媒体具有预警及法律监督的功能,激发并推进了环境保护事业的产生与发展,同时,传统媒体的宣传教育功能为群众学习环境保护理念,树立环境保护意识提供渠道,此外,传统媒体能够利用传统媒体的议程设置功能进行舆论引导,高效聚集社会民众力量应对环境问题。虽然传统媒体参与环境保护过程中所作的贡献显著,但其局限性也十分明显,比如传播过程中(除直播形式)时效相对滞后,传播者与受传者之间缺乏互动,传播媒体通常存在着倾向性,传播内容保存较为困难,以及议程设置效果受到多因素的限制等。新媒体在环境保护过程中既是传播者又是受传者,既是筛选者又是反馈者,既是教育者又是受教育者,此外还担任了社会趋势新型监测员的角色。新媒体的这种角色多重性特征为环境保护事业扩展了广泛的群众基础,创造了更加公平开放的舆论环境,有效破除了“知沟”现象,以及提供了较为准确的环境趋势预测结果。在参与环境保护过程中需要指出新媒体在环境保护中的角色失衡现象越来越严重,具体表现为角色扮演不清、角色扮演冲突及角色扮演失败。基于对新媒体新特征的研究,针对其参与环境保护中的角色扮演问题,首先需要对新媒体角色进行准确定位,然后分清新媒体角色的主次以及统一角色的立场,再次通过法律规范应对角色扮演失败的问题;最后,从综合的角度出发逐步推进新媒体信息技术的革新。此外,为了促进新媒体参与环境保护实践的进一步发展,完善新媒体参与环境保护的途径,还需要充分发挥新媒体参与环境保护的作用,使新媒体与当代环境保护事业相适应,共同发挥更高效的作用。
[Abstract]:With the aggravation of ecological crisis, environmental protection has become the focus of attention. How to maintain ecological balance in the new form has become one of the key problems on the road of human development. This paper analyzes the role of media in the process of environmental protection from the perspective of traditional media and new media. Traditional media have the function of early warning and legal supervision. Stimulate and promote the emergence and development of environmental protection, at the same time, the traditional media propaganda and education function for the masses to learn the concept of environmental protection, establish environmental protection awareness to provide channels, in addition. Traditional media can make use of the agenda setting function of traditional media to guide public opinion, and effectively gather social forces to deal with environmental problems, although the traditional media participation in the process of environmental protection has made a significant contribution. But its limitation is also very obvious, for example, in the process of communication (except the form of direct broadcast), the limitation of time is relatively lagging, the communication between the communicator and the recipient is lack of interaction, the communication media is usually tendentiousness, and the content of communication is difficult to preserve. In the process of environmental protection, the new media is not only the communicator but also the recipient, the filter and the feedback, the educator and the educatee. In addition, it also acts as a new monitor of social trends. This multi-character of the role of new media has expanded the broad mass base for environmental protection and created a more equitable and open environment for public opinion. It has effectively eliminated the "knowing gap" phenomenon and provided more accurate environmental trend prediction results. In the process of participating in environmental protection, it is necessary to point out that the imbalance phenomenon of the role of new media in environmental protection is becoming more and more serious. Based on the study of the new media's new characteristics, this paper aims at the role-playing problems in the environmental protection of the new media. First of all, we need to locate the role of new media accurately, then divide the primary and secondary role of fresh media and the position of unified role, and then deal with the failure of role-playing through legal norms; In addition, in order to promote the new media to participate in the further development of environmental protection practice, improve the new media to participate in environmental protection. It is also necessary to give full play to the role of new media in environmental protection so that new media can adapt to the cause of contemporary environmental protection and jointly play a more efficient role.
