广州市污水资源化利用中的政府作用研究

【摘要】：水是人类生存、发展和关乎民生的重要资源,也是影响社会可持续发展的主要因素;而伴随着社会经济的迅猛发展,人类的活动对水资源的需求也逐渐增加。同时随着经济、社会的发展,环境却受到不同程度的污染,水资源问题日益突出。污水资源化利用已经逐步成为提高水资源使用效率、实现水资源可持续利用、满足水资源需要的重要措施。实现污水资源化,从技术层面上看是要充分利用城市水资源;从政策和管理层面上看是要建立一个防污节水型社会,实现水资源的合理开发、配置和利用。国内外专家、学者、政府官员和工程师对污水资源化利用政策这一课题从不同方面进行了分析和研究。研究方向主要有几方面:一是行业市场化推广和运用,利用政策指导,发挥市场的调节和效率优势。二是价格收费机制,涉及公共事业定价原则的方案比选,结合政府税收、补贴,达至建设、运营、收益三者的持续良性循环。三是法律法规与行业规范标准,体现政策引导性和强制性措施的探讨和研究。四是行业政策评估研究。通过科学化的指标评估方法,来说明或者评价某地区或国家的污水资源化利用水平。五是国家政策背景下地方模式研究,从区域定位、地方发展实际和特点,符合整体城市发展目标下发展模式。本文主要从污水资源化利用行业的公用事业特点入手,采用文献分析法、比较分析法和定性、定量分析相结合的方法,对广州市资源化利用发展情况进行了研究分析,基本阐述了广州污水资源化利用的必要性和可行性,重点从管理体制、法律法规、角色定位、产品定价、宣传推广等多个方面进行论述,亦是当下广州在污水资源化利用发展面临且亟待解决的问题。通过讨论研究,重新检视政府在行业发展的角色定位,探索广州污水资源化利用行业的发展路向,通过政府作用下的政策设立、执行、检讨、监管等程序评估其效用,分析政府作用下行业问题深层次原因,健全法律法规基础和行业规范标准保障,提出当前政策优化、改进的建议,并对日后政策取向做一定的探索延伸。

The third is the discussion and study of the laws, regulations and industry standards, which reflect the policy guidance and compulsory measures. The fourth is the research on the industry policy evaluation. To explain or evaluate the utilization level of sewage resources in a certain region or country. Fifth, the study of local models in the context of national policies, from the perspective of regional positioning, local development practices and characteristics, This paper mainly starts with the characteristics of public utilities in sewage reuse industry, and adopts the methods of literature analysis, comparative analysis, qualitative analysis and quantitative analysis. This paper studies and analyzes the development of the utilization of resources in Guangzhou, and expounds the necessity and feasibility of the utilization of sewage resources in Guangzhou, focusing on the management system, laws and regulations, role orientation, product pricing, etc. Publicity and promotion are also the problems that Guangzhou is facing in the development of sewage reuse and utilization. Through discussion and research, the role of the government in the development of the industry is re-examined. To explore the development direction of Guangzhou sewage resource utilization industry, to evaluate its utility through the process of policy establishment, implementation, review and supervision under the role of the government, and to analyze the deep-seated causes of the problems in the industry under the government role. Improve the basis of laws and regulations and industry standards and standards, put forward the current policy optimization, improvement, and the future policy orientation to a certain extent of exploration and extension.
