湖南省农村环境保护的社区机制模式

【摘要】：通过田间调研和问卷调查,利用栅格量化方法和极值法对数据进行处理。从调查对象、环境感知、社区经济、社区生活、社区生产和法律宣传等方面对光明村、罗家坪村、刘家坝村和主溪村四个典型社区的环保社区机制综合状况进行了探讨,认为当前湖南省农村环境保护社区机制主要存在四方面问题:(1)机制系统不完善;(2)传统环保管理机制与农村环保社区机制不兼容;(3)地方保护主义的负面效应;(4)政府环保结构与农村环保社区机制的相悖。针对这些问题,结合国内外先进经验,建构了湖南省农村环境保护社区机制模式。
[Abstract]:Through field investigation and questionnaire survey, the data were processed by raster quantitative method and extreme value method. Guangming Village, Luojiaping Village, Luojiaping Village were investigated in terms of objects, environmental perception, community economy, community life, community production and legal propaganda. The comprehensive situation of environmental protection community mechanism in four typical communities of Liujiaba village and main river village was discussed. The author thinks that there are four main problems existing in the mechanism of rural environmental protection community in Hunan Province at present: (1) the mechanism system is not perfect; (2) the traditional environmental protection management mechanism is not compatible with the rural environmental protection community mechanism; (3) the negative effect of local protectionism is not compatible with that of the traditional environmental protection management mechanism and the rural environmental protection community mechanism. The environmental protection structure is contrary to the rural environmental protection community mechanism. Combined with advanced experience at home and abroad, this paper constructs the community mechanism model of rural environmental protection in Hunan Province.
