湖南省村镇污水处理工艺技术遴选优化研究

【摘要】:当前,我国一些地区水环境质量差、水生态受损重、环境隐患多等问题十分严重,这种现象在不具有完善监管的小城镇及农村地区更为突出,严重影响和损害群众健康,不利于社会经济持续发展。随着国家新型城镇化的发展,城镇规模的不断扩大,城镇污水处理规模将越来越大。本文主要针对现行我国村镇污水处理工艺技术缺乏一定的技术规范,而城市污水处理设施存在不适用于村镇的问题,其他省市的污水处理工艺由于经济发展水平的不同,在湖南省内也存在不适用,无法借鉴的问题。本文结合湖南省目前的经济水平和村镇污水处理现状,对湖南省村镇污水处理技术遴选优化及运营管理模式进行研究。本文主要的研究内容及成果如下:1、调研湖南省村镇总体分布情况及经济概况、城镇污水处理现状,分析小城镇及农村主要污水水量、水质特点、污水处理工艺、存在的问题及处理对策。2、根据《湖南省村镇污水处理设施建设实施导则》(征求意见稿)所推荐工艺以及现行运用广泛且比较稳定的工艺,选择4种较适合工艺:CRI、IBR、PASG以及改良氧化沟,在4种不同规模:0.2×104m3/d、0.5×104m3/d、1.0×104m3/d、 2.0×104m3/d下进行技术和经济比较,采用层次分析法综合评价,得出推荐工艺。结论为在处理规模为500-5000m3/d时,推荐采用IBR一体化生物反应器技术;在处理规模为10000m3/d以上时,推荐采用CR1人工快渗技术。3、针对湖南省小城镇的具体情况,探讨建设项目管理模式,湖南省村镇污水处理前期融资及运营管理主要采取政府主导模式,经济较发达地区采取社会资本参与的BOT或DBO模式,通过政府对PPP模式的监管和完善,再进行推广运用。
[Abstract]:At present, the quality of water environment in some areas of our country is poor, the water ecology is seriously damaged, and there are many hidden dangers of the environment. This phenomenon is more prominent in small towns and rural areas that do not have perfect supervision and control, which seriously affects and harms the health of the masses. Not conducive to sustainable social and economic development. With the development of a new type of urbanization in the country, the scale of cities and towns continues to expand. The scale of urban sewage treatment will be larger and larger. This paper mainly aims at the lack of certain technical specifications for the current sewage treatment technology in villages and towns in our country, while the problems of urban sewage treatment facilities are not suitable for villages and towns. Due to the difference of economic development level in other provinces and cities, there are also some problems that can not be used for reference in Hunan Province. This paper combines the present economic level of Hunan Province and the present situation of sewage treatment in villages and towns. The main contents and achievements of this paper are as follows: 1. The general distribution and economic situation of villages and towns in Hunan Province, the present situation of sewage treatment in cities and towns, and the present situation of sewage treatment in cities and towns are investigated. This paper analyzes the characteristics of main sewage quantity, water quality, sewage treatment process in small towns and rural areas, The existing problems and treatment countermeasures. 2. According to the "guidelines for the Construction of sewage treatment facilities in villages and towns of Hunan Province" (draft of soliciting opinions) and the current widely used and relatively stable processes, Choose four more suitable processes: crai / IBRASG and improved oxidation ditch, compare the technology and economy at 0.5 脳 10 ~ 4 m ~ (3 / d) 0.5 脳 10 ~ (4) m ~ (3 / d), 2.0 脳 10 ~ (4) m ~ (3 / d), and evaluate it comprehensively by AHP. The conclusion is that when the scale of treatment is 500-5000m ~ (3 / d), The IBR integrated bioreactor technology is recommended, and when the scale of treatment is more than 10000m3 / d, CR1 artificial rapid infiltration technology .3is recommended to discuss the construction project management mode according to the concrete situation of small towns in Hunan Province. In Hunan province, the pre-stage financing and operation management of sewage treatment in villages and towns in Hunan Province mainly adopts the government-led mode, and the BOT or DBO model of social capital participation is adopted in the more developed areas, and then popularized and applied through the supervision and perfection of the PPP model by the government.
