辽宁省城镇污水处理项目TBT模式应用研究

【摘要】：近年来,随着辽宁省城市化步伐的加快和水污染治理越来越被重视,城镇污水处理项目的投资与实物存量都呈现明显增加的态势。同时,城镇污水处理项目建设运营过程中存在的问题也日益暴露并引起社会的广泛关注。TBT模式是拓展基础设施资金渠道、提高资金使用效率、提升项目运营管理水平的有效途径,将TBT模式应用于辽宁省城镇污水处理项目的建设和运营,是改善辽宁省污水处理现状的有效手段。首先,从污水处理项目投融资模式与运营管理两方面对国内外研究成果进行了分析和梳理,总结了其中的成就和不足之处。列举出六种典型的污水处理项目特许经营模式,比较分析了TBT模式的特点和优势。其次,基于对近十年相关数据的分析研究,总结出辽宁省城镇污水处理项目建设运营过程中存在的问题及其制约因素；结合辽宁省城镇污水处理项目特许经营融资的环境特点以及其对TBT模式应用的影响,阐述了TBT模式应用于辽宁省城镇污水处理项目的必要性和可行性。然后,对城镇污水处理TBT项目的风险进行了分类,并针对项目特点,对社会资本的激励、约束机制和合同主体的风险分担进行了重点分析；从定价原则和定价方法两方面分析了污水处理费用的合理定价问题,旨在避免项目盈利不足及环境不达标双重问题的出现；结合辽宁省城镇污水处理项目建设和运营的现状,从技术指标、经济指标、社会指标、管理指标四个方面,全方位构建了TBT模式应用于城镇污水处理项目的建设运营综合评价指标体系,运用层次分析法计算各指标的权重,利用定量计算与定性分析相结合的方式确定评价标准,建立了TBT模式下城镇污水处理项目建设运营综合评价模型。最后,引入了污水处理案例项目A,在分析了案例项目风险分担与定价情况的基础上对项目A进行了综合评价。根据案例的评价结果,针对得分较高和较低的指标进行了具体分析,并结合辽宁省污水处理项目的现状总结了案例项目的经验教训。本文认为TBT模式应用于辽宁省城镇污水处理项目可以盘活固有存量、拓宽融资渠道、提升污水处理项目的运营管理水平,从而可以有效地解决辽宁省污水处理项目建设运营过程中存在的问题；阐述了城镇污水处理项目TBT模式的主要风险类型,以及项目的风险分担和化解；首次将TBT模式特色指标引入污水处理项目综合评价,为TBT模式下的污水处理项目评价提供了有效手段。
[Abstract]:In recent years, with the acceleration of urbanization and water pollution control in Liaoning Province, the investment and physical stock of urban sewage treatment projects are obviously increasing. At the same time, The existing problems in the construction and operation of urban sewage treatment projects are also increasingly exposed and caused widespread concern by the society. TBT model is an effective way to expand the capital channels of infrastructure, improve the efficiency of capital use, and improve the level of project operation and management. The application of TBT model to the construction and operation of municipal sewage treatment projects in Liaoning Province is an effective means to improve the present situation of sewage treatment in Liaoning Province. This paper analyzes and combs the domestic and foreign research achievements from the aspects of investment and financing mode and operation management of sewage treatment projects, summarizes the achievements and shortcomings thereof, and enumerates six typical franchise management modes of sewage treatment projects. The characteristics and advantages of the TBT model are compared and analyzed. Secondly, based on the analysis and study of the relevant data in the past ten years, the problems and restrictive factors in the construction and operation of urban sewage treatment projects in Liaoning Province are summarized. Combined with the environmental characteristics of urban sewage treatment project franchise financing in Liaoning Province and its influence on the application of TBT model, the necessity and feasibility of applying TBT model to Liaoning urban sewage treatment project are expounded. This paper classifies the risk of urban sewage treatment TBT project, and analyzes the social capital incentive, restraint mechanism and risk sharing of the main body of the contract according to the characteristics of the project. This paper analyzes the reasonable pricing problem of sewage treatment cost from two aspects of pricing principle and pricing method, in order to avoid the double problems of insufficient profit and substandard environment of the project, combined with the present situation of construction and operation of urban sewage treatment project in Liaoning Province. From four aspects of technical index, economic index, social index and management index, the comprehensive evaluation index system of TBT model applied to urban sewage treatment project is constructed, and the weight of each index is calculated by analytic hierarchy process (AHP). Using the combination of quantitative calculation and qualitative analysis to determine the evaluation standard, a comprehensive evaluation model of urban sewage treatment project construction and operation under TBT mode is established. Based on the analysis of risk sharing and pricing of sewage treatment project A, a comprehensive evaluation of project A is made. According to the evaluation results of the case, a concrete analysis is made on the indicators with higher scores and lower scores. Combined with the current situation of sewage treatment projects in Liaoning Province, the paper summarizes the experience and lessons of the case projects. This paper holds that the application of TBT model to urban sewage treatment projects in Liaoning Province can revitalize the inherent stock and broaden the financing channels. In order to improve the level of operation and management of sewage treatment projects, the problems existing in the construction and operation of sewage treatment projects in Liaoning Province can be effectively solved, and the main risk types of TBT mode for urban sewage treatment projects are expounded. The characteristic index of TBT mode is introduced into the comprehensive evaluation of sewage treatment project for the first time, which provides an effective means for the evaluation of sewage treatment project under TBT mode.
