治霾“督企”更要“督政”

【摘要】：正11月初,京津冀及东北地区再次遭遇重霾,环境保护部派出12个督查组赴重污染地区进行督促检查。督查发现,部分"高架源"企业仍在超标排放污染物,部分城市重污染天气应急预案减排措施未落实,个别"土小"企业群环境问题突出。这表明,治理雾霾不仅要"督企",更要"督政"。毫无疑问,排污企业作为污染源的直接产生和排放者,是环境质量恶化的首要责任者,其主体责任不容否认、不可
[Abstract]:In early November, the Beijing-Tianjin-Hebei and northeast areas were again hit by heavy haze. The Ministry of Environmental Protection sent 12 inspection teams to heavily polluted areas to carry out inspections. The inspection found that some "elevated source" enterprises were still discharging pollutants in excess of the standards. In some cities, measures to reduce emissions have not been implemented in the emergency plan for heavily polluted weather, and environmental problems in individual "small" enterprises have become prominent. This shows that to govern haze, it is necessary not only to "supervise enterprises", but also to "supervise government". There is no doubt that, As the direct producer and emitter of pollution source, sewage enterprise is the primary responsibility for the deterioration of environmental quality, and its main responsibility cannot be denied.
