贵阳市生态文明评价与实施路径研究

【摘要】：自2007年我国提出生态文明建设以来,生态文明的内涵不断丰富,生态文明建设也在全国各地开展。由于生态文明建设正处在研究的初级阶段,还没有形成系统完整的生态文明体系。本文以国家发改委课题《生态文明示范工程实施路径研究》和贵阳市发改委项目《贵阳市建设全国生态文明示范城市规划》为依托,旨在探索贵阳市生态文明的实施路径,为贵阳市更好地推进生态文明建设提供参考。本文以贵阳市为例,介绍了贵阳市概况,重点梳理分析了近几年来生态文明建设的概况。通过研究发现,贵阳市生态文明建设具有内容全面、生态经济发展、生态文明理念浓厚、吸取国际先进经验和生态文明制度保障等特点。但是,由于历史、地理位置等原因,贵阳市生态文明建设还存在着生态环境敏感、基础设施薄弱和城乡协调发展压力大等问题,这些都制约着生态文明的进一步发展。通过建立的生态文明综合指标体系,利用全排列多边形图示指标法对贵阳市生态文明建设行定量评价。得到贵阳市生态文明指数为0.77,处于较好生态文明状态。贵阳市的生态文明建设在生态文明制度完善指数、产业生态相融指数、城镇生态宜居发展指数、社会和谐指数分别为0.89、0.87、0.80和0.77,属较好生态文明状态。但是生态文化发展指数、规划生态适宜指数、生态环境健康指数以及分别为0.60、0.66和0.71,处于中生态文明水平,这将是接下来生态文明建设的重点方向。根据生态文明建设现状分析,将指标分成3大类,针对难度较大指标从优化空间开发格局、生态产业体系构建、生态建设和环境保护、生态宜居城市建设、生态文化建设、生态文明社会建设和生态文明制度建设这七个方面提出了生态文明实施路径体系。同时,对重点任务布置后,生态文明的实施效果进行了预测,结果表明：贵阳市生态文明指数为0.89,生态文明水平大幅度提升。
[Abstract]:Since China put forward the construction of ecological civilization in 2007, the connotation of ecological civilization has been enriched, and the construction of ecological civilization has been carried out all over the country. No systematic and complete ecological civilization system has yet been formed. This paper is based on the National Development and Reform Commission project "Research on the implementation path of Ecological Civilization demonstration Project" and the Guiyang Development and Reform Commission Project "Guiyang City Building National Ecological Civilization demonstration City Planning". The purpose of this paper is to explore the implementation path of ecological civilization in Guiyang, and to provide a reference for Guiyang to better promote the construction of ecological civilization. This paper takes Guiyang as an example and introduces the general situation of Guiyang. Focusing on the general situation of ecological civilization construction in recent years, it is found that Guiyang's ecological civilization construction has comprehensive contents, ecological economy development and strong ecological civilization concept. Absorbing advanced international experience and ensuring the system of ecological civilization, however, due to historical, geographical and other reasons, the construction of ecological civilization in Guiyang still has problems such as sensitive ecological environment, weak infrastructure and great pressure of coordinated development between urban and rural areas. These are restricting the further development of ecological civilization. Through the establishment of a comprehensive index system of ecological civilization, The index of ecological civilization in Guiyang is 0.77, which is in a good state of ecological civilization. The index of ecological civilization construction in Guiyang is the perfect index of ecological civilization system. The index of industrial ecological integration, the index of urban eco-livable development and the index of social harmony are 0.89 ~ 0.87 ~ 0.80 and 0.77, respectively, which belong to a good ecological civilization state, but the eco-cultural development index, the planning ecological suitability index, The index and index of ecological environment health are 0.600.66 and 0.71, respectively, which are in the level of middle ecological civilization, which will be the key direction of the construction of ecological civilization. According to the analysis of the present situation of ecological civilization construction, the indexes are divided into three categories. Aiming at the more difficult indexes, such as optimizing the space development pattern, constructing ecological industry system, ecological construction and environmental protection, ecological livable city construction, ecological culture construction, The implementation path system of ecological civilization is put forward in the seven aspects of ecological civilization society construction and ecological civilization system construction. At the same time, after the key tasks are arranged, the effect of ecological civilization implementation is forecasted. The results showed that the index of ecological civilization in Guiyang was 0.89, and the level of ecological civilization was greatly improved.
