共同富裕视域下的生态文明建设研究

【摘要】：生态文明建设是人与自然和谐发展的基本要求,是社会生产方式、生活方式与价值实现的新选择,已成为当今社会不可逆转的新潮流。在贫富差距不断扩大的前提下,自然资源分配问题日益凸显,环境污染不断地从发达国家向发展中国家、从发达地区向欠发达地区转移和蔓延,致使生态问题从局部性问题转变为全球性问题。生态危机转移绝非生态文明建设的正道,化解生态危机才是搞好生态文明建设的关键。从共同富裕的视角来看,只有缩小了区域之间、城乡之间的贫富差距,人们生态意识才能真正培育起来,才不会为了眼前利益去牺牲长远利益,才会选择“既要金山银山,又要绿水青山”。中国特色社会主义道路,就是坚持沿着共同富裕方向不断前进的道路。坚持共同富裕方向,从理论上讲,是中国特色社会主义生态文明建设的内在要求;从现实来讲,也是中国特色社会主义生态文明建设的必然选择。文章首先分析了共同富裕与生态文明建设之间的关系,认为生态文明建设是实现共同富裕的前提、共同富裕为生态文明建设指明了方向、生态文明建设与共同富裕两者相互促进、共同发展。其次,文章分析了资本主义生产方式和生活方式的反生态本性,指出了生态危机的社会根源,进而认为西方发达资本主义是当前生态危机的罪魁祸首,西方发达资本主义转移生态危机的路径不值得我们借鉴,但它们在生态治理上的经验还是能够给予我们一定启示。再次,文章从我国生态文明建设历程出发,分析了中国特色社会主义生态文明建设面临的挑战与机遇,认为只要坚定不移沿着共同富裕方向前进,就一定能够实现建设“美好中国”的梦想。最后,文章从共同富裕视角出发,探讨了我国生态文明建设的路径选择,认为生态文明建设要与构建环境友好型、资源节约型社会相结合;生态意识培育要与生态补偿机制构建相结合;生态环境保护要与发展生态经济相结合;搞好生态区域划分要与缩小居民收入差距相结合。
[Abstract]:The construction of ecological civilization is the basic requirement for the harmonious development of man and nature, and the new choice of social production mode, life style and value realization, which has become an irreversible new trend in the society today. Under the premise of the widening gap between the rich and the poor, the distribution of natural resources has become increasingly prominent, and environmental pollution has been continuously transferred and spread from developed to developing countries and from developed to less developed areas. The ecological problem has changed from a local problem to a global one. Ecological crisis transfer is not the proper way of ecological civilization construction, but resolving ecological crisis is the key to do well ecological civilization construction. From the perspective of common prosperity, only by narrowing the gap between the rich and the poor between the regions and between urban and rural areas, can people truly cultivate their ecological consciousness, not sacrifice their long-term interests for the immediate benefit, and choose "Jinshan Mountain and Silver Mountain". Green water and green mountains. " The road of socialism with Chinese characteristics is to persist in advancing along the direction of common prosperity. To adhere to the direction of common prosperity is theoretically the inherent requirement of the construction of ecological civilization with Chinese characteristics, and it is also the inevitable choice of the construction of ecological civilization with Chinese characteristics. This paper first analyzes the relationship between common prosperity and ecological civilization construction, and thinks that ecological civilization construction is the premise of realizing common prosperity, and common prosperity points out the direction of ecological civilization construction. The construction of ecological civilization and common prosperity promote each other and develop together. Secondly, the article analyzes the anti-ecological nature of capitalist mode of production and life style, points out the social root of ecological crisis, and then points out that the western developed capitalism is the chief culprit of the current ecological crisis. The path of western developed capitalism to transfer ecological crisis is not worthy of our reference, but their experience in ecological governance can still give us some enlightenment. Thirdly, starting from the course of ecological civilization construction in China, this paper analyzes the challenges and opportunities facing the construction of socialist ecological civilization with Chinese characteristics, and holds that as long as we unswervingly advance along the direction of common prosperity, We will certainly be able to realize the dream of building a better China. Finally, from the perspective of common prosperity, this paper discusses the path choice of ecological civilization construction in China, and holds that the construction of ecological civilization should be combined with the construction of environment-friendly and resource-saving society. The cultivation of ecological consciousness should be combined with the construction of ecological compensation mechanism, the protection of ecological environment should be combined with the development of ecological economy, and the division of ecological regions should be combined with narrowing the income gap of residents.
