环境风险治理碎片化与社会合作治理机制的生成

【摘要】：环境风险的不确定和系统性决定了其治理机制的灵活性和多元化,而当今的环境风险治理存在碎片化状态,其中以行政规制的碎片化为典型。行政规制的碎片化具有难以克服的内生性困境,这种困境体现为政府失灵状态。为了避免环境风险治理的碎片化,需要发展出一种社会合作的风险治理机制。
[Abstract]:The uncertainty and systematization of environmental risk determine the flexibility and diversification of its governance mechanism, but the current environmental risk management has a fragmented state, among which the fragmentation of administrative regulation is typical. The fragmentation of administrative regulation has an insuperable endogenous dilemma, which is reflected in the state of government failure. In order to avoid fragmentation of environmental risk management, it is necessary to develop a social cooperative risk management mechanism.
