环境污染型邻避困境及其治理研究

【摘要】：近年来,各类邻避冲突事件在全国各地接连上演,其中尤以反对PX项目建设和垃圾焚烧厂建设的环境污染型邻避事件为烈。本文尝试对邻避设施重新进行了类型划分,并阶段性地回顾了茂名PX事件和杭州垃圾焚烧厂事件,在二者的基础之上剖析了环境污染型邻避事件的新特征。对环境污染型邻避事件的发生背景进行了阐释,运用风险感知模型分析了公众感知风险的个体建构与社会放大过程,运用政治机会结构理论分析了当前中国环境污染型邻避运动所拥有的政治机会。对邻避设施选址决策过程中的利益相关者进行了行为策略分析,从而揭示了公众在邻避设施选址决策过程中的政治参与困境。运用人际关系网络模式和电子动员模式分析了公众在邻避冲突事件中所做的动员准备,全景呈现了公众在邻避冲突中的行动策略,进而总结了政府在邻避冲突中所面临的治理困境。总体而言,邻避设施选址决策中的公民参与困境与邻避冲突中的政府治理困境共同构成了当今中国的环境污染型邻避困境。环境污染型邻避困境的治理考验着政府对于邻避运动的制度化解决能力。文章提出要建立风险感知削减机制、协商民主参与机制和邻避冲突化解机制,三位一体地治理环境污染型邻避困境。
[Abstract]:In recent years, all kinds of neighboring conflict avoidance events have been staged in all parts of the country, especially those against the construction of PX project and the construction of waste incineration plant. This paper attempts to reclassify the adjacent facilities and periodically reviews the events of Maoming PX and Hangzhou waste incinerator. On the basis of the two events, the new characteristics of environmental pollution-type adjacent avoidance are analyzed. In this paper, the background of environmental pollution avoidance is explained, and the process of individual construction and social amplification of public perception of risk is analyzed by means of risk perception model. Based on the theory of political opportunity structure, this paper analyzes the political opportunities of the current environmental pollution avoidance movement in China. The behavior strategies of stakeholders in the process of siting decision of adjacent facilities are analyzed, thus revealing the political participation dilemma of the public in the process of siting decision of adjacent facilities. By using the interpersonal network model and the electronic mobilization model, this paper analyzes the mobilization preparation of the public in the conflict avoidance event, and the panorama presents the public action strategy in the neighborhood conflict avoidance. And then summarized the government in the neighboring conflict-avoidance difficulties faced by governance. In general, the dilemma of citizen participation in the decision of location of adjacent facilities and the dilemma of government governance in conflict avoidance constitute the environmental pollution-type neighbor avoidance in China. The governance of environmental pollution-type neighbors to avoid difficulties tests the ability of the government to systematize the neighboring avoidance movement. This paper proposes to establish risk awareness reduction mechanism, negotiated democratic participation mechanism and neighboring conflict resolution mechanism, and trinity to control environmental pollution and avoid difficulties.
