阎良区农村生活垃圾管理现状及对策研究

【摘要】：随着经济与社会的高速发展、人口的快速增长,资源和环境问题受到了人们广泛的关注,大家越来越重视与日常生活息息相关的一个问题——生活垃圾的管理问题。我国农村区域占地面积为国土面积的90%,农村人口占全国人口的70%,伴随着农民生活日益改善、新农村建设的不断推进,农村生活垃圾管理和治理问题进入了人们的视野并不断凸显出来。农村生活垃圾产量增速加快、组分趋于复杂化、垃圾污染程度加剧,再加上长期以来城市垃圾持续向农村转移,不仅使农村环境遭受污染,生态遭到破坏,还会对人类的健康产生严重的危害,制约经济的发展。因此,提升农村生活垃圾管理水平对改善村容村貌,减少群体性事件,加快城乡统筹发展步伐,促进经济、社会、环境可持续发展都具有重要意义。本文以阎良区农村生活垃圾管理为研究对象,一方面在农村开展入户调查,通过实地走访、问卷调查进行数据采集,运用SPSS分析软件对数据进行分析,另一方面通过与村、镇街、区三级管理部门的管理者进行交流,深入的了解阎良区农村生活垃圾的管理现状,包括农村生活垃圾收运现状、处理现状和资源化现状、宣传现状等,通过分析提出阎良区农村生活垃圾管理过程中遇到的瓶颈问题主要有法律制度不完善造成管理中的行为缺乏指导和约束、管理资金缺口大并且来源单一、管理过程中缺乏科学合理的规划、参与者积极性未得到有效调动、宣传引导力度不足、宣传主体单一这几方面的原因。通过搜集国外生活垃圾管理相关资料总结出可供借鉴的经验,结合实地调研结果,提出阎良区农村生活垃圾的管理对策:结合依法治国精神细化法律制度、规范管理行为;拓宽资金来源渠道,逐步提升管理成果;改进管理体制机制,结合实际合理规划;建立奖励刺激机制,激发利益相关者的活力;加强宣传引导,促进宣传主体多元化。希望可以通过对阎良区农村生活垃圾管理问题的初步研究,引起社会各界对农村垃圾处理问题的重视和支持,尽快解决农村垃圾管理难、治理难的问题。
[Abstract]:With the rapid development of economy and society and the rapid growth of population, people pay more and more attention to the problems of resources and environment. People pay more and more attention to the management of domestic waste, which is closely related to daily life. The rural area of our country covers an area of 90 percent of the land area, and the rural population accounts for 70 percent of the national population. With the improvement of farmers' living conditions, the construction of new rural areas continues to advance. Rural domestic waste management and management issues into the people's vision and continue to highlight. The rapid increase in the output of rural domestic waste, the increasing complexity of its components and the increased level of garbage pollution, coupled with the persistent transfer of urban waste to rural areas for a long time, not only pollutes the rural environment, but also destroys the ecology. Also can produce the serious harm to the human health, restricts the economic development. Therefore, improving the level of rural domestic waste management is of great significance to improve the appearance of villages, reduce group incidents, accelerate the pace of urban and rural development as a whole, and promote the sustainable development of economy, society and environment. This paper takes the management of rural domestic waste in Yanliang District as the research object. On the one hand, it carries out household investigation in rural areas, carries out data collection through field visits, questionnaires, and uses SPSS analysis software to analyze the data; on the other hand, it analyzes the data with villages. The managers of the administrative departments at the three levels of town, street and district conduct exchanges to understand in depth the current situation of the management of rural domestic waste in Yan Liangqu, including the status of collection and transportation of rural domestic waste, the present situation of disposal and utilization, and the present situation of propaganda, etc. Through the analysis, it is pointed out that the bottleneck problems encountered in the process of rural domestic waste management in Yanliang District are mainly caused by the imperfection of the legal system, the lack of guidance and restriction of the management behavior, the large gap of management funds and the single source. The reasons for the lack of scientific and reasonable planning in the management process, the lack of effective mobilization of the participants' enthusiasm, the insufficient propaganda and guidance, and the singleness of the propagandizing subject. Through collecting the relevant data of domestic waste management abroad to sum up the experience that can be used for reference, combined with the field investigation results, put forward the management countermeasures of rural domestic refuse in Yan Liangqu: combining with the spirit of governing the country according to the law to refine the legal system and standardize the management behavior; Broaden the source of funds, gradually improve the management results; improve the management system and mechanism, combining with the actual reasonable planning; establish incentive mechanism to stimulate the vitality of stakeholders; strengthen publicity and guidance, promote the diversification of the main body of propaganda. It is hoped that through the preliminary research on the management of rural domestic waste in Yan Liangqu, it will arouse the attention and support from all walks of life to the problem of rural garbage disposal, and solve the problem of difficult management and management of rural garbage as soon as possible.
