倡议联盟框架视阈下我国环境政策变迁研究

【摘要】：改革开放以来,随着国际环境形势的发展及国内环境问题的凸显,党和政府对环境问题的认识日益深刻。我国环境政策发生经历了基本国策、可持续发展和科学发展观与生态文明建设三个阶段。以倡议联盟框架为视角,对三阶段环境政策的特点、环境政策的变迁与学习进行梳理和研究,为提升我国环境执政能力,合理高效执行环境政策提供科学的理论依据。
[Abstract]:Since the reform and opening up, with the development of the international environmental situation and the highlight of domestic environmental problems, the Party and the government have a deeper understanding of environmental issues. China's environmental policy has experienced three stages: basic national policy, sustainable development, scientific development and ecological civilization construction. From the perspective of the framework of the initiative alliance, this paper combs and studies the characteristics of the three-stage environmental policy, the changes and learning of the environmental policy, and provides a scientific theoretical basis for the promotion of our environmental governance ability and the rational and efficient implementation of the environmental policy.
