规划环评中环境承载力的量化分析与研究

【摘要】:随着人类的进步和社会的发展,人类社会不断走向文明,同时也引发了人口剧增,环境恶化,资源短缺等的一系列问题,人们开始反省自我和对外在资源环境的思考,因而资源环境承载力成为了研究思考的对象,因为它能客观真实的反映人类社会、资源环境之间的相互依存关系,处理好它们之间的关系将会保障人类的持续发展。以延安市新区(北区)二期规划为实例,结合该研究区域的自然环境概况和社会环境状况等相关内容,从单要素(土地资源、水资源、水环境、大气环境)出发,选取适合的量化计算方法及实际监测数据,对不同要素的资源环境承载力进行量化分析计算,并得出如下结论:⑴从生态系统角度分析该区域的土地资源承载力,体现了土地资源的自然生产力和生态系统多样性所表现的土地资源承载力的稳定性,实现了土地资源承载力从定性到定量的综合应用,很好地体现出土地资源承载力的价值意义之所在。⑵对水资源承载力选用了相对承载指数法的量化计算方法,从近期、中期、远期分别计算分析,并针对分析出的问题采用某些工程措施,长远考虑该规划区域中水资源的供应需求状况,为该区域的可持续发展做好了长远规划。⑶水环境分为地表水和地下水,该规划区水环境质量监测中地下水环境各项指标正常且未受污染,因而只针对地表水环境承载力进行了量化分析计算,随着规划的不断实施,地表水环境受到人类活动增加的影响,地表水环境承载力成为规划实施的主要环境制约因素,在规划区配套建设中水回用设施,提高水的循环利用,使得地表水质量达到标准。⑷大气环境质量的监测结合选取的量化计算方法,分析评价大气环境承载力达到相应标准,同时在二期规划实施期间以及建成后分别提出一些改善大气环境的合理化建议,确保该规划区域的大气环境承载力达标。
[Abstract]:With the progress of human beings and the development of society, the human society has been moving towards civilization. At the same time, it has also caused a series of problems, such as population growth, environmental deterioration, shortage of resources, and so on. People began to reflect on themselves and to think about the external resources and environment. Therefore, the carrying capacity of resources and environment becomes the object of study and thinking, because it can objectively and truly reflect the interdependence of human society and resources and environment, and deal with the relationship between them will ensure the sustainable development of human beings. Taking the second phase plan of Yan'an New District (North District) as an example, combining with the natural environment and social environment of the study area and other related contents, starting from the single element (land resources, water environment, atmosphere environment), etc. Selecting suitable quantitative calculation method and actual monitoring data, quantitative analysis and calculation of the carrying capacity of resources and environment of different elements are carried out, and the following conclusions are drawn: 1. The carrying capacity of land resources in this area is analyzed from the point of view of ecosystem. It reflects the stability of the carrying capacity of land resources, which is reflected by the natural productivity of the land resources and the diversity of the ecosystem, and realizes the comprehensive application of the carrying capacity of the land resources from the qualitative to the quantitative. The value meaning of carrying capacity of land resources is well demonstrated. 2. The quantitative calculation method of relative bearing index method is used for water resources carrying capacity, which is calculated and analyzed separately in the near, medium and long term. In view of the problems, some engineering measures are adopted to consider the supply and demand of water resources in the planning area in the long run, and the long-term planning for the sustainable development of the region is made. The water environment is divided into surface water and groundwater. The indexes of groundwater environment in the monitoring of water environment quality in this planning area are normal and unpolluted, so only the surface water environmental carrying capacity has been quantitatively analyzed and calculated. With the implementation of the plan, The surface water environment is affected by the increase of human activities, and the surface water environmental carrying capacity becomes the main environmental restriction factor in the planning implementation. Make the surface water quality meet the standard .4 the monitoring of atmospheric environmental quality combined with the selected quantitative calculation method to analyze and evaluate the bearing capacity of atmospheric environment to meet the corresponding standards. At the same time, during the implementation of the second phase plan and after the completion of the plan, some reasonable suggestions for improving the atmospheric environment are put forward to ensure that the carrying capacity of the atmospheric environment in the planning area is up to the standard.
