【摘要】:固体废物,是指在生产、生活和其他活动中产生的丧失原有利用价值或者虽未丧失利用价值但被抛弃或者放弃的固态、半固态和置于容器中的气态的物品、物质以及法律、行政法规规定纳入固体废物管理的物品、物质,包括液态废物(排入水体的废水除外)。一般分为工业固体废物与生活垃圾两大类。根据国家环保部2014年中国环境状况公报,2014年全国工业固体废物产生量为325620.0万吨,综合利用量(含利用往年贮存量)为204330.2万吨,综合利用率为62.13%。据工信部发布的《大宗工业固体废物综合利用“十二五”规划》统计,“十一五”期间,大宗工业固体废物产生量快速攀升,总产生量118亿吨,堆存量净增82亿吨,总堆存量达到190亿吨。“十二五”期间,随着我国工业的及时发展,大宗工业固体废物产生量也将随之增加,预计总产生量将达150亿吨,堆存量将净增80亿吨,总堆存量将达到270亿吨,大宗工业固体废物堆存将新增占用土地40万亩。随着社会生产的发展,工业固废产生量日益增大,而处理能力却未能相应提高。目前,我国主流的工业固废处置方法是将大部分固废进行卫生填埋及焚烧处理,小部分进行堆肥处理,焚烧处理中又以建设垃圾焚烧发电厂为主。而卫生填埋、焚烧处理及堆肥处理均无法完全达到固废处置的减量化、无害化及资源化。整个工业固废处置行业需要技术改进,提高处理能力及效率。水泥窑协同处置工业固废技术逐渐兴起,其独特优势在于:一是不用新建垃圾处置设施;二是可实施固废的资源化与再生化处理;三是生产过程协同资源化处理,成本较低。利用水泥窑处置工业固废是国际上较为成熟的固废处置方式,德国、法国、瑞士、日本等发达国家利用水泥窑处置工业固废已有几十年的历史,逐步建立起一系列法规和标准,并取得了良好经济和社会效益。同时水泥工业要实现可持续发展,必须改变传统高能耗、高污染的形象,走节能减排、消纳处理的循环经济道路。水泥窑协同处置工业固体废物项目,不仅对传统的水泥产业改造升级,产业结构调整具有很强的指导意义,同时也蕴含巨大的商机,具有极高的经济效益、社会效益及环境效益。本文着重从战略和商业计划角度分析西普环保公司如何根据市场的现状与趋势,结合自身的优势与环境的机会,通过聚焦战略、低成本战略、差异化战略及蓝海战略来实现业务拓展和长远发展;说明该公司选择水泥窑协同处置工业固体废物项目的理由并以商业计划书的形式加以阐述。文中首先对水泥窑协同处置工业固废项目及西普环保公司自身进行了分析,分析公司在该项目上的优势与劣势,提出价值主张;接下来对水泥窑协同处置工业固废整个行业做出分析,找出该公司所面临的机遇与威胁,为swot分析奠定基础。其次文中通过市场问卷统计,对西普环保公司水泥窑协同处置工业固废项目进行客户分析,做出适当的客户开发策略;另外通过对该公司在项目上的竞争对手分析,制定出相应的市场竞争策略。接下来制定了西普环保公司水泥窑协同处置工业固废项目的市场营销计划和运营计划,对未来五年的财务计划做出预测。最后对西普环保公司水泥窑协同处置项目的执行做出简单摘要。通过以上研究而设计的有关西普环保公司水泥窑协同处置工业固废项目发展战略及商业计划书,为未来的经营活动提供基本数据和原则,分析出西普环保公司在水泥窑协同处置工业固废市场上的优势,努力开拓市场,平衡投入与产出,实现五年内销售目标及利润指标。本文遵照制定战略管理的一般过程,运用各种战略分析技术和理论,系统地分析了公司在当前所处的外部环境以及公司内部条件的优势和弱点,然后用SWOT方法指出西普环保公司水泥窑协同处置工业固废项目的发展战略,竞争战略,营销战略、职能战略以及相应的管理支撑。
