城市轨道交通环境影响评价公众参与分析

【摘要】:环境影响评价公众参与是取得公众支持的重要手段,可以让更多的人认识、了解拟建项目的意义及可能引发的环境问题,求得公众的支持和谅解,也有利于工程的顺利进行。就目前城市轨道交通环评公众参与的实施情况来看,公众参与工作还存在着许多问题待于解决,本文通过资料查阅等手段,并结合实际工程项目,开展了城市轨道交通环评公众参与的相关研究工作,取得了以下成果:1.通过国内外环境影响评价公众参与的现状分析及文献查阅,确定城市轨道交通环评公众参与存在以下问题有待解决:公众环保知识欠缺、公众参与时间滞后、邻避问题、公众提出的非环保问题、调查结果的统计方法过于简单等等;2.结合深圳市城市轨道交通6号线工程实例,分析公众环保知识欠缺、临近高架路段及其设备的敏感点、公众提出的非环保问题是影响公众参与工作进度的主要因素,同时有针对性地提出以下建议:开展关于城市轨道交通项目环境影响专题讲座、对高架线路两侧30m范围内进行逐户调查、召集持反对意见的公众召开座谈会等;成都地铁3号线二期双流段前期介入公众参与是城市轨道交通项目公众参与近几年取得的发展和完善,建议今后的城市轨道交通项目在影响较大的局部路段,针对线路走向等内容介入公众参与,让公众自己选择线路,使项目更符合公众出行的需要,更好地为公众服务;3.根据城市轨道交通环境影响评价公众参与环节提出了具体可行的建议及方法,主要从政策性及整个实施过程两个方面提出了建议,其中针对公众意见统计采用了层次分析法进行了定量研究。本论文希望能对城市轨道交通环境影响评价公众参与工作有所帮助,以期提高城市轨道交通环评的效率及质量,使得环境保护工作能够得到进一步的发展和完善。
[Abstract]:Public participation in environmental impact assessment is an important means to obtain public support. It can help more people to understand the significance of the proposed project and the environmental problems that may be caused by it, and to obtain public support and understanding, which is also conducive to the smooth progress of the project. As far as the implementation of public participation in EIA of urban rail transit is concerned, there are still many problems to be solved in the work of public participation. Carried out the urban rail transit environmental impact assessment public participation related research work, achieved the following results: 1. Through the current situation analysis and literature review of public participation in environmental impact assessment at home and abroad, it is determined that the public participation of urban rail transit environmental impact assessment has the following problems to be solved: the lack of public environmental protection knowledge, the lag of public participation time, and the problem of adjacent avoidance. Non-environmental issues raised by the public, statistical methods of survey results are too simple and so on. Based on the example of Shenzhen Urban Rail Transit Line 6 project, this paper analyzes the lack of environmental protection knowledge of the public and the sensitive points near the elevated road and its equipment. The non-environmental problems raised by the public are the main factors that affect the progress of public participation in the work. At the same time, the following suggestions are put forward: to carry out special lectures on the environmental impact of urban rail transit projects, to carry out door-to-door surveys on both sides of the elevated lines within 30m, and to convene public forums with dissenting opinions, etc. The public participation in the second phase of Shuangliu section of Chengdu Metro Line 3 is the development and perfection of public participation in urban rail transit projects in recent years. It is suggested that the future urban rail transit projects should be in local sections where the impact is greater. In view of the content of route orientation, the public should be involved in public participation, let the public choose the route, make the project more in line with the needs of the public travel, and better serve the public. According to the public participation in the environmental impact assessment of urban rail transit, the paper puts forward concrete and feasible suggestions and methods, mainly from two aspects of policy and the whole implementation process. The analytic hierarchy process (AHP) is used to analyze the public opinion statistics. This paper hopes to be helpful to the public participation in the environmental impact assessment of urban rail transit, in order to improve the efficiency and quality of the environmental impact assessment of urban rail transit, so that the environmental protection work can be further developed and improved.
