河南省生态文明建设的四维向度研究

【摘要】：近期,由柴静自费拍摄的公益宣传片《穹顶之下》在网络热播,这是对我国雾霾现象的一次深度调查,也是对现实生活中工业文明所带的生态环境的破坏和持续恶化的一种深刻控诉和反省。人们在享受现代工业文明带来极大的物质财富满足和巨大的社会效益的同时,也在为自己对环境的肆无忌惮的破环而付出沉痛的代价,近几年全国诸多城市频现的雾霾现象就是最好的印证。社会发展过程中出现的种种生态问题都警示着我们,人类以自我为中心的思想已经无法适应现代社会的发展,我们如果不停止对生态的破坏并尽快改善生态系统和自然环境的话,在不久的将来会陷入难以维持的困境,所以生态文明建设迫在眉睫。生态文明不仅仅是社会舆论关注的一个热点话题,在社会主义建设的新时期党中央又赋予它新的内涵并且把它上升到社会发展的理论高度,成为我国社会主义建设中不可或缺的生态观念和理论基石。党的十七大、十八大、十八届三中全会和四中全会都在强调生态文明建设并提出了美丽中国的说法和方针政策,可见国家已经深刻认识到生态文明建设的迫切性并开始付诸实践。美丽河南是美丽中国建设的河南版。就河南省而言,建设和发展适合河南省情的生态文明和生态理念势在必行。我们要针对河南省生态发展的实际情况,具体问题具体分析。在对河南省生态文明建设现状探索和研究的基础上,提出了建设生态文明的四维向度:即以环境伦理为基础的生态意识文明、以绿色科技为基础的生态行为文明、以制度体系为基础的生态制度文明和以产业发展为基础的生态产业文明,并研究四维向度之间的互动关系来促进河南省的生态文明建设。生态文明建设的提出也为我国改善生态环境提供了一次机遇和挑战。生态文明建设是一个长期性、复杂性、系统性的工程,仍有很长的路要走。河南省在建设生态文明的同时应当借鉴其他省份以及国外的先进的方法和实践经验,因地制宜的展开。我们也可以看到美丽河南建设也将取得成效,使美丽河南不仅有经济发展之美,也有自然环境之美,人文和谐之美。
[Abstract]:Recently, the public welfare propaganda film "under the Dome", shot by Chai Jing at her own expense, was widely broadcast on the Internet. This is an in-depth survey of the haze phenomenon in China. It is also a profound accusation and reflection on the destruction and continuous deterioration of ecological environment brought by industrial civilization in real life. While enjoying the great material wealth satisfaction and enormous social benefits brought about by modern industrial civilization, people are also paying a painful price for their unbridled destruction of the environment. In recent years, the haze phenomenon in many cities is the best proof. All kinds of ecological problems in the process of social development have warned us that the self-centered thinking of mankind has been unable to adapt to the development of modern society. If we do not stop the destruction of ecology and improve the ecosystem and natural environment as soon as possible, we will be in a difficult position in the near future, so the construction of ecological civilization is urgent. Ecological civilization is not only a hot topic of public opinion. In the new period of socialist construction, the CPC Central Committee has given it a new connotation and raised it to the theoretical level of social development. To become an indispensable ecological concept and theoretical cornerstone in the socialist construction of our country. The 17th National Congress of the Party, the third Plenary session of the 18th CPC Central Committee and the fourth Plenary session of the CPC Central Committee all emphasized the construction of ecological civilization and put forward the statement, principles and policies of beautiful China. Thus, the country has realized the urgency of ecological civilization construction and began to put it into practice. Beautiful Henan is the Henan version of beautiful China. As far as Henan Province is concerned, it is imperative to construct and develop ecological civilization and ecological concept suitable for Henan Province. We should aim at the actual situation of Henan Province ecological development, concrete problem concrete analysis. On the basis of exploring and studying the present situation of ecological civilization construction in Henan Province, this paper puts forward the four dimensions of constructing ecological civilization: ecological consciousness civilization based on environmental ethics, ecological behavior civilization based on green science and technology. Ecological system civilization based on system and ecological industry civilization based on industrial development are studied in order to promote the construction of ecological civilization in Henan province. The construction of ecological civilization also provides an opportunity and challenge for our country to improve the ecological environment. Ecological civilization construction is a long-term, complex, systematic project, there is still a long way to go. Henan Province should draw lessons from the advanced methods and practical experiences of other provinces and foreign countries while constructing ecological civilization and carry out measures according to local conditions. We can also see that the construction of beautiful Henan will also achieve results, so that beautiful Henan not only has the beauty of economic development, but also the beauty of the natural environment, the beauty of human harmony.
