皖北地区生态文明建设的制度路径研究

【摘要】：近年来,经济的快速发展造成了生态环境的严重恶化,生态环境问题受到世界各国的广泛关注。生态文明建设是立足于当今社会发展造成的资源环境损失过大的现实,以科学发展观为指导提出的新要求。十七大报告第一次将生态文明建设纳入到全面建设小康社会的目标要求。在十八届三中全会上,提出建立系统完整的生态文明制度体系,用制度保护生态环境。对皖北地区生态文明建设的制度路径研究意义重大,从理论上论证了制度与生态文明的内在联系,在实践上为皖北地区的生态文明建设提供一种新的思路。本文从生态文明制度建设的基本理论出发,论述制度与生态环境之间的互动关系以及制度建设对生态文明建设的作用。简要概述皖北地区生态文明建设的现状以及存在的问题,以定性分析的方法论述问题产生的制度根源,再以定量分析的方法对皖北地区近几年来的生态文明建设能力进行综合评价,深入剖析该地区在生态文明建设过程中所存在的问题,实证分析结果得出这一结论：纵向来看,皖北地区近几年来在经济、社会、环境这三大子系统总体上的发展态势分别都呈逐年上升趋势,但是其中环境这一子系统波动幅度稍大,具有一定的不稳定性；横向来看,皖北六市在经济、社会、环境三个方面的发展上具有很强的不协调性,不符合生态文明建设所要求的协调可持续发展,这在一定程度上反映了该区域在经济社会和生态环境协调发展的方面还存在很大的问题。最后,结合当前皖北地区的实际情况,借鉴国内外在生态文明建设实践中的成功经验,主要从正式制度和非正式制度两个视角来探讨皖北地区在生态文明建设中的制度路径选择,并提出具体的实施方案。
[Abstract]:In recent years, the rapid development of economy has caused the serious deterioration of ecological environment. The construction of ecological civilization is based on the reality of excessive loss of resources and environment caused by the development of today's society, and it is a new requirement under the guidance of scientific development view. For the first time, the report of the Seventeenth National Congress brought the construction of ecological civilization into the goal of building a well-off society in an all-round way. At the third Plenary session of the 18th CPC Central Committee, a systematic and complete system of ecological civilization was proposed to protect the ecological environment. It is of great significance to study the institutional path of the construction of ecological civilization in northern Anhui, which theoretically demonstrates the inherent relationship between institution and ecological civilization, and provides a new way of thinking for the construction of ecological civilization in northern Anhui in practice. Based on the basic theory of the construction of ecological civilization system, this paper discusses the interactive relationship between system and ecological environment and the function of system construction on the construction of ecological civilization. This paper briefly summarizes the present situation and existing problems of ecological civilization construction in northern Anhui Province, and discusses the institutional origin of the problem by qualitative analysis. Then using the method of quantitative analysis to evaluate the ecological civilization construction ability in the north of Anhui Province in recent years, and deeply analyze the problems existing in the process of ecological civilization construction in this area, the empirical analysis results draw this conclusion: longitudinal view, In recent years, the economic, social and environmental subsystems in northern Anhui show an upward trend in general, but the environmental subsystem fluctuates slightly and has some instability. The six cities in northern Anhui have strong disharmony in the development of economy, society and environment, which is not in line with the coordinated and sustainable development required by the construction of ecological civilization. To a certain extent, this reflects that there are still great problems in the coordinated development of economic, social and ecological environment in the region. Finally, according to the actual situation in the north of Anhui province, the successful experience in the construction of ecological civilization at home and abroad is used for reference. This paper mainly discusses the choice of institutional path in the construction of ecological civilization in the north of Anhui Province from two perspectives of formal institution and informal institution, and puts forward the concrete implementation scheme.
