基于层次分析法的化工企业环境风险评价研究

【摘要】:我国化工产业园区近几年来发展迅速,为国家的经济发展做出较大贡献,但化工园区虽然给我国经济带来了显著的利益,同时也带来了各种复杂的环境问题。化工园区内有数目众多的化工企业,并且在化工园区内密集分布,涉及到众多的生产加工工艺,在复杂的生产环节之中使用种类和数量都十分巨大的危险化学品,因此有必要对我国的化工园区产业进行环境风险评价。本文根据环境风险评价的原则,实际考虑了化工园区所面临的环境风险区域性和复杂性的特点,结合化工企业在生产过程中涉及到的风险源、控制机制以及企业管理水平和受体的基础上,选取危险化学品及生产工艺、安全管理措施以及受体敏感性的三维综合指标体系,进行化工园区的综合环境风险评价研究,具体内容如下:(1)对化工园区内存在的环境风险源进行分析和识别,选择层次分析法,对化学工业园区内企业的风险指数评价模型进行构建。引入污染物处理情况、环境应急预案与应急管理、安全生产管理、历史事故、厂区可能受到自然灾害影响等指标,更为综合的评定化工企业环境风险综合指数。(2)使用加权计算的风险评价方法,得出各化工企业综合环境风险指数。(3)以松木岛化工园区为例,依据本文提出的指标体系和评价方法,将园区中各企业的分项指标得分和综合权重加权求和,得出每个企业的综合环境风险指数并进行风险分级。结果表明,园区内有很大环境风险的企业5家,有较大环境风险的企业9家,有一般环境风险的企业为8家,分别占比22.7%、40.9%、36.4%。要对具有最高环境风险等级的1号企业大化合成氨重点管理,对具有次级环境风险等级的11号企业大连京谷燃化、20号企业万方石油化工有限公司加强环境风险监管,对其余19家企业进行定期的监督检查。本课题的研究为化工园区的管理者提供了进行科学决策及管理的依据,有助于各级政府及化工园区开展安全和环境规划,保障人民群众的生命财产安全,保护环境资源,促进园区的可持续发展。
[Abstract]:The chemical industry park of our country has developed rapidly in recent years and has made great contribution to the country's economic development. However, although the chemical industry park has brought remarkable benefits to our country's economy, it has also brought various complicated environmental problems at the same time. There are a large number of chemical enterprises in the chemical industry park, and they are densely distributed in the chemical industry park, which involves numerous production and processing processes, and uses a large number of dangerous chemicals in complex production links. Therefore, it is necessary to evaluate the environmental risk of chemical industry in China. According to the principle of environmental risk assessment, this paper considers the regional and complex characteristics of environmental risk faced by chemical industry park, and combines the risk sources involved in the production process of chemical enterprises. On the basis of the control mechanism and the management level and receptor of the enterprise, the comprehensive environmental risk assessment system of the chemical industry park is studied by selecting the three dimensional comprehensive index system of dangerous chemicals and production technology, safety management measures and receptor sensitivity. The main contents are as follows: (1) analyzing and identifying the environmental risk sources in the chemical industry park, selecting the analytic hierarchy process (AHP), constructing the risk index evaluation model of the enterprises in the chemical industrial park. The introduction of pollutants treatment, environmental emergency plans and emergency management, production safety management, historical accidents, the factory may be affected by natural disasters and other indicators, More comprehensive assessment of chemical enterprises environmental risk comprehensive index. 2) using weighted calculation of the risk assessment method, get the chemical enterprises comprehensive environmental risk index. 3) take pine wood island chemical industry park as an example. According to the index system and evaluation method proposed in this paper, the sub-index score and the comprehensive weight of each enterprise in the park are weighted together, and the comprehensive environmental risk index of each enterprise is obtained and the risk classification is carried out. The results show that there are 5 enterprises with great environmental risk, 9 enterprises with greater environmental risk and 8 enterprises with general environmental risk in the park, accounting for 22.7% 40.9% and 36.445% respectively. It is necessary to focus on the management of ammonia synthesis in No. 1 enterprise with the highest environmental risk grade, to strengthen the environmental risk supervision and control of the No. 11 enterprise with secondary environmental risk grade, Dalian Jinggu Chemical Company, and the Wanfang Petrochemical Co., Ltd., the 20th enterprise. The remaining 19 enterprises are subject to regular supervision and inspection. The research of this subject provides the scientific decision making and management basis for the managers of the chemical industry park, helps the governments at all levels and the chemical industry park to carry out the safety and environmental planning, ensures the safety of the people's life and property, and protects the environmental resources. To promote the sustainable development of the park.
