包头市工业企业环境污染管理问题与对策研究

【摘要】：工业污染是包头市环境污染的主要来源,工业环境污染管理是包头环境管理和污染控制的工作重点。经过多年的努力,工业污染虽得到一定的控制,但在新的市场经济条件和环境政策目标下,包头市的工业环境污染管理仍面临着许多新的挑战。本文应用环境管理的基本原理并通过"SWOT"分析方法,分析了包头市环境现状、存在的主要环境问题、环境管理现状及环境管理存在的问题,结合案例,提出了环境管理对策。其主要结论如下：1)包头市目前存在的主要环境问题是：污染存量大、治理欠帐多、污染增长快、工业布局不合理、产业结构重型化、环境基础设施滞后。2)包头市环境管理存在的主要问题是：重点行业企业排放量巨大,重点企业不能稳定连续达标,监管任务重、难度大。3)针对包头环境保护,提出了改善环境的6条措施,一是强化环境执法,依法治污；二是强化源头控制,从根本上消除污染物生成；三是转变经济增长方式,实现污染减排,在中心城区实施“退二进三”战略,同时优化“西移东进”战略,适度开发山北地区,充分利用北部环境容量；四是调整产业结构,优化能源结构,减少污染物生成,确立装备制造业核心地位,加快第三产业发展,降低第二产业经济增长贡献,大力发展清洁能源；五是发展循环经济,实施清洁生产,推进污染减排,加强生态工业园区建设,实现产业生态转型,强化重点行业清洁生产,控制新建项目清洁生产水平；六是全力推进末端治理,通过工程最大限度削减污染,实施分散治理工程,控制污染源排污总量,强化污水集中控制,削减COD、氨氮排放总量。
[Abstract]:Industrial pollution is the main source of environmental pollution in Baotou, and industrial environmental pollution management is the focus of Baotou environmental management and pollution control. After years of efforts, although industrial pollution has been controlled to a certain extent, under the new market economy conditions and environmental policy objectives, Baotou's industrial environmental pollution management is still facing many new challenges. Based on the basic principles of environmental management and the method of SWOT analysis, this paper analyzes the present situation of environment in Baotou city, the main environmental problems, the present situation of environmental management and the existing problems of environmental management, and puts forward the countermeasures of environmental management combined with a case study. Its main conclusions are as follows: (1) the main environmental problems existing in Baotou City are: large stock of pollution, large amounts of debts for treatment, rapid growth of pollution, unreasonable industrial distribution, heavy industrial structure, The main problems of environmental management in Baotou city are: the emission of key industries is huge, the key enterprises can not meet the standards of stability, the supervision task is heavy, and the difficulty is 3. 3) aiming at the environmental protection of Baotou, the main problems of environmental management in Baotou city are as follows: Six measures to improve the environment are put forward, one is to strengthen environmental law enforcement and control pollution according to law; the other is to strengthen source control to eliminate the generation of pollutants at all; and third, to change the mode of economic growth and achieve pollution reduction. To implement the strategy of "retreating from the second to the third" in the central urban area, at the same time optimizing the strategy of "moving eastward to the west", moderately developing the Shanbei region, and making full use of the environmental capacity in the north; fourth, adjusting the industrial structure, optimizing the energy structure, and reducing the generation of pollutants. Establishing the core position of the equipment manufacturing industry, accelerating the development of the tertiary industry, reducing the contribution of the secondary industry to economic growth, and vigorously developing clean energy; fifthly, developing the circular economy, implementing cleaner production, promoting pollution reduction, and strengthening the construction of eco-industrial parks. To realize industrial ecological transformation, to strengthen cleaner production in key industries, and to control the level of cleaner production in newly built projects; sixthly, to vigorously promote end management, to minimize pollution through projects, to implement decentralized treatment projects, and to control the total amount of pollution from pollution sources. Strengthen the centralized control of sewage, reduce the total amount of COD, ammonia nitrogen discharge.
