对农村生活垃圾小规模焚烧的思考

【摘要】：我国农村国土面积大、人口多,生活垃圾治理问题突出。目前小规模焚烧在多个省市迅速推广,是我国局部农村地区最有效的生活垃圾处置方式。本文基于各地实地调研情况,从经济发展水平、交通状况、环境容量、地质条件等角度剖析农村地区选择小规模焚烧的合理性,探讨小规模焚烧的技术水平及选用条件,并基于监管缺失现状提出科学监管我国农村生活垃圾小规模焚烧的建议,认为农村垃圾小规模焚烧必须科学监管,需要在立法、污染物排放标准、焚烧及污染控制技术指南、技术规范、日常监管政策等方面开展工作。
