青岛市生态文明评价研究

【摘要】：生态文明是人类文明发展的一个新的阶段,即工业文明之后的文明形态,是以人与自然、人与人、人与社会和谐共生、良性循环、全面发展、持续繁荣为基本宗旨的社会形态。随着生态文明建设在全国的开展,如何对生态文明建设状况进行评价成为新的研究课题。青岛市作为全国14个进一步对外开放的沿海港口城市之一,是中国十大最具经济活力城市。但大规模的城市化、工业化建设引发了一些环境污染、生态恶化、社会不稳定等问题,对社会经济的可持续发展、产品的国际竞争力以及人体健康产生了不良影响。真实评价青岛市生态文明建设状况,对于促进该地区生态环境的改善、社会经济的可持续发展具有十分重要的现实意义。本文阐述了生态文明建设的背景和意义,详细介绍了国外有关可持续发展评价的研究思路和现状以及国内有关生态文明建设和评价的研究现状,以此提出了本文的研究目的和思路。本文在深刻研究生态文明内涵的基础上,根据生态文明建设的要求和目标,初步筛选了生态文明评价体系的指标,并根据专家的意见构建了评价指标备选库,运用神经网络模型的方法对各项指标进一步优化,并基于层次分析法,根据青岛市的具体状况,构建了青岛市生态文明评价指标体系。最后,运用模糊综合评价方法构建了青岛市生态文明评价体系。通过搜集相关数据,根据构建的评价体系对青岛市近五年来的生态文明建设状况进行了具体评价。通过对评价结果的分析和时间上的纵向比较,找出青岛市生态文明建设的不足之处,依此提出了进一步提高青岛市生态文明建设水平的具体可行措施,真正发挥评价体系以评促建的作用。
[Abstract]:Ecological civilization is a new stage of the development of human civilization, that is, the civilized form after industrial civilization. It is a social form with the basic purpose of harmonious symbiosis between man and nature, between man and man, between man and society, for the virtuous circle, for all-round development and for continued prosperity. With the development of ecological civilization construction in China, how to evaluate the status of ecological civilization construction has become a new research topic. Qingdao, as one of the 14 coastal port cities in China, is one of the ten most economically active cities in China. However, large-scale urbanization and industrialization have caused some problems such as environmental pollution, ecological deterioration, social instability and so on, which have a negative impact on the sustainable development of social economy, the international competitiveness of products and human health. The real evaluation of the ecological civilization construction in Qingdao is of great practical significance in promoting the improvement of ecological environment and the sustainable development of social economy in this area. This paper expounds the background and significance of the construction of ecological civilization, introduces in detail the research ideas and present situation of the evaluation of sustainable development abroad and the present situation of the research on the construction and evaluation of ecological civilization in China. The purpose and train of thought of this paper are put forward. On the basis of deeply studying the connotation of ecological civilization, according to the requirements and objectives of ecological civilization construction, this paper preliminarily screened the indexes of ecological civilization evaluation system, and constructed the evaluation index alternative database according to the opinions of experts. The evaluation index system of ecological civilization in Qingdao was constructed according to the specific situation of Qingdao based on the analytic hierarchy process (AHP) and the method of neural network model. Finally, the fuzzy comprehensive evaluation method is used to construct the ecological civilization evaluation system of Qingdao. By collecting relevant data, this paper makes a concrete evaluation on the construction of ecological civilization in Qingdao in the past five years according to the evaluation system. Based on the analysis of the evaluation results and the longitudinal comparison of the time, the deficiencies of the ecological civilization construction in Qingdao are found out, and the practical measures to further improve the ecological civilization construction in Qingdao are put forward. Give full play to the role of evaluation system to promote construction.
