有色金属企业环境绩效评价研究

【摘要】:近年来,我国的经济发展迅速,但同时也出现了很多环境问题,所以我国政府非常重视环境保护。有色金属行业近年来发生了多起环境事故,已经成为了环境污染的重灾区,引起了社会各界的普遍关注。究其原因,主要是因为这些企业环境绩效存在问题,但是企业环境绩效评价是当前环境领域重要难题,不同国家和机构陆续出台相关标准,但普遍存在可操作性不强的弊端,我国目前也没有规范的评价标准[1]。基于此,本文对有色金属企业的环境绩效的评价进行研究,从有色金属企业环境绩效评价的背景和意义出发,描述了我国有色金属企业进行环境绩效评价的必要性,然后针对我国有色金属企业生产经营的环境特点,构建了具有一定独特性、全面性、符合我国国情和有色金属企业情况的环境绩效评价指标体系即改进PSR模型指标体系。然后本文综合比较各种评价方法,采用遗传神经网络的方法确定指标间的权重,最后用模糊评价的方法确定有色金属企业环境绩效的优劣情况。最后本文针对陕西省30家有代表性的有色金属企业,根据以上建立的环境绩效评价指标体系,对其进行数据调研和分析,运用遗传神经网络的方法确定陕西省有色金属企业环境绩效评价体系的指标间的权重集,然后选取陕西省一家铅锌厂实证分析,通过实证结果的分析,一方面验证这套有色金属企业环境绩效评价指标体系以及评价方法的可行性,另一方面指出陕西省有色金属企业存在的问题,进而为政府制定合理化的环境评价政策和法规提供依据。论文分别从理论和实践两个层面上探讨了有色金属环境绩效评价体系,为当前我国有色金属企业环境绩效评价提供理论支撑和实践参考。
[Abstract]:In recent years, China's economy has developed rapidly, but at the same time, there are many environmental problems, so our government attaches great importance to environmental protection. In recent years, many environmental accidents have occurred in the nonferrous metal industry, which has become a serious disaster area of environmental pollution, and has caused widespread concern from all walks of life. The main reason is that there are some problems in the environmental performance of these enterprises. However, the evaluation of enterprise environmental performance is an important problem in the field of environment. Different countries and institutions have issued related standards one after another. Our country also does not have the standard appraisal standard at present [1]. Based on this, this paper studies the environmental performance evaluation of non-ferrous metal enterprises. From the background and significance of non-ferrous metal enterprises' environmental performance evaluation, this paper describes the necessity of non-ferrous metal enterprises' environmental performance evaluation. Then according to the environmental characteristics of production and management of non-ferrous metal enterprises in China, an index system of environmental performance evaluation is constructed, which is characterized by certain uniqueness, comprehensiveness and accord with the national conditions of China and non-ferrous metal enterprises, that is, improving the index system of PSR model. Then this paper comprehensively compares various evaluation methods, uses the genetic neural network method to determine the weights between indicators, and finally uses the fuzzy evaluation method to determine the merits and demerits of non-ferrous metal enterprises' environmental performance. Finally, according to the environmental performance evaluation index system established above, this paper investigates and analyzes the data of 30 representative nonferrous metal enterprises in Shaanxi Province. Using the method of genetic neural network to determine the weight set of environmental performance evaluation system of non-ferrous metal enterprises in Shaanxi Province, and then selecting a lead and zinc factory in Shaanxi Province, and analyzing the results of the empirical analysis. On the one hand, it verifies the feasibility of this set of non-ferrous metal enterprises' environmental performance evaluation index system and evaluation method. On the other hand, it points out the problems existing in non-ferrous metal enterprises in Shaanxi Province. Furthermore, it provides the basis for the government to formulate rational environmental assessment policies and regulations. The paper discusses the non-ferrous metal environmental performance evaluation system from the two aspects of theory and practice, which provides theoretical support and practical reference for the current non-ferrous metal enterprises environmental performance evaluation.
