中新天津生态城低碳发展设计理念的实证研究

【摘要】:全球气候日益变暖,资源供应趋向紧张,雾霾天气逐渐加重……自然界正在以前所未有的速度和强度向人类发起反抗。究其因,高消耗、高污染、高排放的传统发展方式首当其冲;归其源,不得不追溯到发展理念的偏颇。因此,当务之急是树立低碳意识,改变发展理念,选择低碳道路。当前,关于低碳发展的研究较为丰富,但从设计理念切入的相对较少。笔者认为,低碳发展设计理念的缺失正是造成当前生态环境问题的主因之一。因此,本文在广泛收集、整理国内外低碳发展设计理念研究和实践成果的基础上,以中新生态城为承载对象,探讨了城市生态设计理念的问题。具体而言,分为以下几个部分:第一部分,界定了低碳发展需要怎样的设计理念。首先,说明了低碳发展设计理念的具体内涵,包括低碳经济、低碳社会、低碳生活等三个层面;其次,指出了低碳发展设计理念实现的动力机制,比如宣传教育、制度设计、自主创新等;再次,区别了低碳发展设计理念与传统发展设计理念在指标体系、要素投入、效益产出等方面的不同;最后,从哲学视角对低碳发展设计理念进行了反思和审视。第二部分,介绍了国外低碳发展设计理念的价值转向。首先,梳理了国外发展设计理念的转变历程:从英国的“低碳经济”到日本的“低碳社会”,再到瑞典的“低碳城市”。在此基础上,总结出鼓励因地制宜、寻求经济最优、坚持利益引导、尊重市场规律的国外经验和唯技术论的问题。第三部分,研究了中新生态城低碳发展设计理念的应用及成效。在简要介绍中新生态城低碳发展概况的基础上,提出其低碳发展设计理念的内涵:以可持续发展为核心,全面实践低碳循环;提炼出其低碳发展设计理念的原则:突破资源约束、加强自主创新、坚持生态优先、秉承以人为本。进而,对中新生态城低碳发展设计理念的运用成效做了总结。第四部分,指出了中新生态城在低碳发展设计理念中存在的不足并给出相应对策。主要存在实施过于复杂、技术瓶颈约束、公众参与薄弱、动态管理缺乏等不足,因此,要加强危机意识,依托技术创新和公众参与,完善动态指标考核等,以期更好更快地实现低碳发展。
[Abstract]:Global climate is warming day by day, resource supply tends to be tight, haze weather gradually aggravation. Nature is rebelling against humanity at an unprecedented speed and intensity. The reason is that the traditional development mode of high consumption, high pollution and high emission bear the brunt; the origin has to be traced back to the bias of the development idea. Therefore, the urgent task is to establish low-carbon awareness, change the concept of development, and choose a low-carbon road. At present, the research on low-carbon development is relatively rich, but relatively few from the design concept. The author believes that the lack of low-carbon design concept is one of the main causes of the current ecological problems. Therefore, based on the extensive collection and arrangement of domestic and foreign low-carbon development design concept research and practical results, taking the Zhongxin ecological city as the carrying object, this paper discusses the urban ecological design concept. Specifically, it is divided into the following parts: the first part defines the design concept of low-carbon development. First of all, it explains the specific connotation of low-carbon development design concept, including low-carbon economy, low-carbon society and low-carbon life. Secondly, it points out the driving mechanism of low-carbon development design concept, such as propaganda and education, system design. Thirdly, it distinguishes the difference between the low carbon development design concept and the traditional development design idea in the index system, factor input, benefit output and so on. Finally, it reflects and examines the low carbon development design idea from the philosophy angle of view. The second part introduces the value turn of low-carbon development design concept abroad. First of all, it combs the transformation course of foreign development design idea: from "low carbon economy" in Britain to "low carbon society" in Japan, then to "low carbon city" in Sweden. On this basis, the paper sums up the problems of encouraging measures according to local conditions, seeking economic optimum, insisting on benefit guidance and respecting the laws of market. In the third part, the application and effect of the low-carbon design concept of Zhongxin ecological city are studied. On the basis of a brief introduction to the development of low carbon in Zhongxin ecological city, this paper puts forward the connotation of its low carbon development design concept: to take sustainable development as the core, and to implement the low carbon cycle in an all-round way; Abstract the principle of low carbon development design: break through resource constraints, strengthen independent innovation, adhere to ecological priority, uphold people-oriented. Furthermore, the paper summarizes the application effect of low-carbon development design concept in Zhongxin ecological city. In the fourth part, it points out the deficiency of Zhongxin Ecological City in the low carbon development design concept and puts forward the corresponding countermeasures. The main problems are too complex implementation, technical bottleneck constraints, weak public participation, lack of dynamic management, etc. Therefore, we should strengthen crisis awareness, rely on technological innovation and public participation, and improve the assessment of dynamic indicators, etc. With a view to better and faster implementation of low-carbon development.
