钦州石化工业园区水环境风险源识别和分级评价

【摘要】:近年来我国重大水环境污染事件频繁发生,对水环境、生态环境及社会稳定产生严重影响。钦州石化产业园是广西第一个以石油化工为主的工业园区,由于其特殊的产业布局,其存在的环境风险也不容忽视。本研究应用PSR模型建立了海湾风险源识别指标体系,应用GIS技术快速、直观的筛查出园区的环境风险源,为环境风险管理提供有力的技术支持。本文利用危险物质的储存临界量和排放方式初步筛查出环境风险源,以减少风险源识别数量。基于PSR模型的四个层次,根据不同因素间的相互关系由上到下,落脚于钦州石化工业园区的实际情况,选取10个指标来详细描述海湾环境风险源,构建了海湾环境风险源识别指标体系。参照《国家突发环境事故应急预案》将评价等级分为四级,分别为特别重大环境风险源(Ⅰ级)、重大环境风险源(Ⅱ级)、较大环境风险源(Ⅲ级)和一般环境风险源(Ⅳ级)。根据实地调研得出各指标影响度,计算PSR模型海湾环境风险源识别指标体系指标层各项因子值的权重值,用专家打分法确定各因子,采用层次分析-多级模糊综合评价法对环境风险源的10个指标计算后进行等级划分,最后识别出钦州石化工业园区—般环境风险源1家,较大环境风险源7家,重大环境风险源1家,特别重大环境风险源2家,为工业园的风险源及风险事故的防范提供科学的依据。
[Abstract]:In recent years, serious water pollution events occur frequently in China, which have a serious impact on water environment, ecological environment and social stability. Qinzhou Petrochemical Industrial Park is the first petrochemical industrial park in Guangxi. Due to its special industrial layout, the environmental risks can not be ignored. In this study, PSR model was used to establish the identification index system of the Gulf risk sources, and the GIS technology was used to screen out the environmental risk sources of the park quickly and intuitively, and to provide strong technical support for the environmental risk management. In this paper, the environmental risk sources are preliminarily screened by the critical storage and emission of hazardous substances in order to reduce the number of identified risk sources. Based on the four levels of PSR model, according to the relationship between different factors from top to bottom, based on the actual situation of Qinzhou Petrochemical Industrial Park, 10 indexes are selected to describe the environmental risk sources in the Gulf in detail.
