基于TOPSIS和ELECTRE的居民区生活垃圾分类方案研究

【摘要】:居民区生活垃圾收运、处理是城市环境卫生工作的重要环节和社会文明程度的重要标志。垃圾混合收运、处理难以全面实现垃圾无害化和最大限度的减量化、资源化,不符合“两型社会”的战略要求。生活垃圾分类收运、处理是城市环境卫生工作的必然选择,而科学、合理的生活垃圾分类方案是垃圾分类收运、处理的重要保障。本论文首先对国内外生活垃圾分类的影响因素、分类方案、分选技术、管理体制机制、相关政策法规等进行了全面分析,然后对中国主要城市生活垃圾特性和垃圾分类试点工作进展进行归纳、总结,同时分析了东莞市经济、社会现状,生活垃圾产量与特性以及生活垃圾收运、处理现状,最后结合东莞市居民区生活垃圾调查问卷,以多属性决策理论为基础,采用淘汰选择法(ELECTRE)和接近理想方案的序数偏好方案(TOPSIS)两种方法对东莞市城市居民区生活垃圾分类方案进行实证研究,选取了8个属性指标对5种垃圾分类备选方案进行评价和选择。研究结果表明:(1)通过对东莞市城市居民区生活垃圾调查问卷进行分析,并结合东莞市环境卫生现状和规划,东莞市已基本具备了垃圾分类的条件;(2)通过TOPSIS和ELECTRE两种方法对东莞市生活垃圾分类方案进行计算得出源头将生活垃圾分为厨余垃圾和其它垃圾是适合东莞市居民区生活垃圾分类的最佳方案。
[Abstract]:The collection and transportation of residential solid waste (MSW) is an important link in urban environmental hygiene work and an important symbol of social civilization. The mixed collection and transportation of garbage is difficult to realize the harmless, maximum reduction and resource utilization of garbage, which is not in line with the strategic requirements of "two type society". Classification and transportation of domestic waste is the inevitable choice of urban environmental sanitation work, and a scientific and reasonable classification scheme is an important guarantee for the separation and transportation of municipal solid waste. In this paper, the influencing factors of domestic and foreign MSW classification, classification scheme, sorting technology, management system and mechanism, relevant policies and regulations are analyzed. Then it summarizes and summarizes the progress of the pilot work on the characteristics and classification of municipal solid waste in major cities in China. At the same time, it analyzes the economic and social situation of Dongguan City, the production and characteristics of domestic refuse, the collection and transportation of domestic waste, and the present situation of disposal. Finally, based on the theory of multi-attribute decision making, based on the MSW questionnaire in residential areas of Dongguan City, Using the elimination selection method (ELECTRE) and the ordinal preference scheme (TOPSIS) which is close to the ideal scheme, this paper makes an empirical study on the classification scheme of municipal solid waste (MSW) in urban residential areas of Dongguan City. Eight attribute indexes were selected to evaluate and select five garbage classification options. The results show that: (1) based on the analysis of MSW questionnaire in urban residential areas of Dongguan City, and combined with the status quo and planning of environmental hygiene in Dongguan City, Dongguan City has basically possessed the conditions for garbage classification; (2) TOPSIS and ELECTRE are used to calculate the classification scheme of municipal solid waste (MSW) in Dongguan City. It is concluded that the best scheme for classifying MSW into kitchen waste and other garbage is suitable for the classification of MSW in residential areas of Dongguan City.
