低水平生态安全格局下西南山地村镇防灾减灾规划研究

【摘要】：在我国城镇化快速推进过程中,村镇发展的经济效益成为了关注焦点,社会效益和生态环境效益逐渐被淡视。伴随而来的是社会和生态环境问题突显。就环境方面来说,环境恶化、资源枯竭、大气污染、水污染和垃圾围城等等现象普遍存在,生态环境恶化趋势日趋严重,生态环境整体功能下降,生态安全格局水平较低,山地村镇抵御自然灾害能力逐渐减弱,严重影响了山地村镇的可持续发展。由于山地村镇规划建设中不同的山地村镇具有不同的生态环境条件,其生态安全格局呈现不同的状态水平,不同状态水平的生态安全格局对山地村镇灾害形成、发生和发展有着重要影响作用,一旦突破低水平生态安全格局的底线,相应山地村镇灾害发生的几率将会大大增加。山地村镇大多由于建设条件复杂,可适用建设用地较少,其用于生态绿地的用地的就更少,导致整体村镇生态安全格局水平较低。所以,研究低水平安全格局下的山地村镇防灾减灾问题,对于山地村镇的安全可持续发展具有重要意义。论文针对我国山地村镇普遍存在生态安全格局水平不高、安全问题突出的现实,从灾害形成与生态环境的关系入手,界定了低水平生态安全格局的概念,建立其西南地区山地村镇低水平生态安全格局的评价体系。通过对西南山地村镇的考察,发现了山地村镇在低水平生态安全格局下所呈现的基础特征规律,揭示了山地村镇呈现这种特征规律的机制,以此为基础分析了山地村镇灾害与低水平生态安全格局之间的内在联系,并提出了山地村镇在低水平生态安全格局下的防灾减灾对策方法。
[Abstract]:In the process of rapid development of urbanization in China, the economic benefits of the development of villages and towns have become the focus of attention, social benefits and ecological environmental benefits have gradually been neglected. Accompanied by social and ecological environmental problems highlighted. As far as the environment is concerned, environmental deterioration, depletion of resources, air pollution, water pollution and garbage siege are common phenomena. The deterioration trend of ecological environment is becoming more and more serious, the overall function of ecological environment is declining, and the level of ecological security pattern is low. The ability of mountain villages to resist natural disasters gradually weakened, which seriously affected the sustainable development of mountain villages and towns. Because different mountain villages and towns have different ecological environmental conditions in the planning and construction of mountain villages and towns, their ecological security patterns present different state levels. Occurrence and development play an important role. Once breaking through the bottom line of low level ecological security pattern, the probability of corresponding mountain villages and towns disaster will increase greatly. Because of the complex construction conditions, most of mountain villages and towns can be used for less construction land, even less for ecological green land, resulting in the overall level of ecological security of villages and towns is low. Therefore, it is of great significance for the sustainable development of mountain villages to study the disaster prevention and mitigation of mountain villages and towns under the situation of low level security. In view of the fact that the level of ecological security pattern is not high and the security problem is prominent in mountainous villages and towns in our country, this paper begins with the relationship between disaster formation and ecological environment, and defines the concept of low level ecological security pattern. To establish the evaluation system of low level ecological security pattern in mountainous villages and towns in Southwest China. Based on the investigation of mountainous villages and towns in southwest China, the basic characteristics of mountain villages and towns under the low level ecological security pattern are found, and the mechanism of mountain villages and towns presenting this characteristic rule is revealed. Based on this, this paper analyzes the internal relationship between the disaster in mountain villages and towns and the pattern of low level ecological security, and puts forward the countermeasures for disaster prevention and mitigation of mountain villages and towns under the pattern of low level ecological security.
