中国雾霾集聚的空间动态及经济诱因

【摘要】:结构扭曲导致中国雾霾具有复合性、范围广、持续时间长等区域性特征,亟需从发展方式导致的结构扭曲视角研究治理措施。构建一套独特的基于2001年~2010年中国省级层面的PM2.5数据集,分析结构扭曲诱发雾霾的机制与效应,结果表明:中国雾霾呈明显的区域集聚特征,主要集中于长三角与京津冀地区,且雾霾有随时间而加重的趋势;产业结构轻型化有利于减少污染、降低雾霾;城市化水平提高将会加重地区雾霾;产出能耗强度越高越容易诱发雾霾。上述结果在各种情况下均是稳健的,表明中国到了转变发展方式以缓解持续雾霾困境的关键时期。应通过实行区域平衡、产业结构转变及能源结构转换等政策提升环境质量,实现经济增长和环境保护的"双重红利"。
[Abstract]:Structural distortion leads to the regional characteristics of haze in China, such as complex, wide scope and long duration. Therefore, it is urgent to study governance measures from the perspective of structural distortion caused by development mode. A unique set of PM2.5 data sets based on the provincial level from 2001 to 2010 was constructed to analyze the mechanism and effect of haze induced by structural distortion. The results show that haze in China has obvious regional agglomeration characteristics. It is mainly concentrated in the Yangtze River Delta and the Beijing-Tianjin-Hebei region, and the haze tends to increase with time. The lighter the industrial structure is, the less the pollution is and the lower the haze is, the higher the urbanization level will be, the worse the regional haze will be, and the higher the output energy consumption intensity is, the easier it will be to induce haze. These results are robust in all cases, indicating that China has reached a critical stage in transforming its development approach to alleviate the persistent haze dilemma. Regional balance, industrial structure transformation and energy structure transformation should be adopted to improve the environmental quality and realize the "double dividend" of economic growth and environmental protection.
