实现排污许可全覆盖:《控制污染物排放许可制实施方案》的思考

【摘要】：文章围绕《控制污染物排放许可制实施方案》的性质、意义、核心内容等问题进行分析,并就严格落实企业事业单位环境保护责任,如何实施监督管理,如何为实施排污许可制营造有利的社会环境,如何做好实施排污许可制的准备工作几方面进行探讨,提出在实施排污许可制过程中需要特别注意:注重建立健全企事业单位污染物排放总量控制制度,有机衔接环境影响评价制度,统筹其他各项制度的实施,企业取得排污许可证绝不意味着可以任意排污。
[Abstract]:This paper analyzes the nature, significance and core contents of the implementation Plan of "Control of Pollutant discharge permit system", and discusses how to strictly implement the responsibility of environmental protection of enterprises and institutions, and how to implement supervision and management. How to create a favorable social environment for the implementation of the sewage permit system, and how to do a good job in preparing for the implementation of the sewage permit system are discussed. It is pointed out that special attention should be paid to establishing and perfecting the total pollutant emission control system in enterprises and institutions, organically linking up with the environmental impact assessment system, and coordinating the implementation of other systems. The fact that an enterprise obtains a permit to discharge pollution does not mean that it can pollute at will.
