【摘要】:环境已经成为当今全球发展的主题,低碳是实现这一主题的主要手段。交通运输业碳排放在社会总碳排放中的比例逐渐攀升,成为实现低碳的重点行业之一;而公路作为交通运输业中碳排放贡献最大的一种交通运输方式,其受关注程度也日益加深,随着高速公路的初具规模,,其所承载的交通运输已成为公路的重要组成部分。所以,以高速公路作为切入点来研究降低交通运输业碳排放将成为重要趋势。 从最新的《国家公路网规划》来看,未来我国高速公路建设需求并没有减弱,与此同时高速公路的造价不断攀升,由此将带来项目投资强度的进一步加大,而我国正处于本轮经济周期的谷底,各行业都面临着资金来源紧张的局面,如何有效进行项目决策就有非常重要的现实意义。本文通过对高速公路运营期通行碳排放的研究,建立高速公路运营期通行碳排放定量计算模型,在此基础上分别从单条高速公路运营期通行碳排放和路网运营期通行碳排放两方面为项目决策提供新的思路和方法。 本文主要做了以下工作: 1、以环境为背景,从低碳、各行业的碳排放比较、汽车保有量、高速公路建设规模、高速公路造价、融资压力、公路项目决策等角度分析了研究高速公路运营期通行碳排放的必要性。 2、基于R统计软件分析了高速公路运营期通行碳排放与其主要影响因素之间的定量关系,并建立了高速公路运营期通行碳排放定量计算模型。 3、基于面向对象的Visual Basic6.0软件编制了操作简单、界面清晰的高速公路运营期通行碳排放计算程序。 4、提出经济可行系数的定义及模型;以浙江省十二五规划的12条拟建高速公路为研究对象,定量分析了单条高速公路运营期通行碳排放值和经济可行系数之间的相关性;借鉴效益费用比的思路提出环境经济指数F,并以F值进行项目决策,即从单条高速公路运营期通行碳排放与经济可行系数协调发展的角度为决策部门提供思路和方法。 5、以浙江省主干路网为研究对象,通过有无对比法,探究不同路网密度条件下增加拟建项目对路网运营期通行碳排放影响的规律,并由此提出降低路网运营期通行碳排放的措施,从路网运营期通行碳排放角度为决策部门提供思路和方法。
[Abstract]:The environment has become the theme of today's global development, low carbon is a major means to realize this theme. Gradually rising carbon emissions in the transportation industry in the proportion of total carbon emissions of the society, has become one of the key industries of low carbon and carbon emissions; as highway transportation with one of the largest transport mode, the the degree of concern is also growing, along with the expressway scale, the transportation has become an important part of the highway to freeway. So, as a starting point to study to reduce the carbon emissions of transportation industry will become an important trend.
From the national highway network planning of the new < >, the future demand of expressway construction in China has not weakened at the same time, the highway cost rising, which will bring further increase investment strength, and our country is in the bottom of the economic cycle, the industry is facing funding tense situation, how to effectively carry out the project decision has very important practical significance. Based on the study of freeway traffic carbon emissions, the establishment of freeway traffic carbon emissions calculation model, based on the different from the single freeway traffic and road traffic emissions during operation to provide new ideas and methods for the project decision of carbon emissions two.
The main work of this article is as follows:
1, taking environment as background, the necessity of studying carbon emissions in expressway operation period is analyzed from the perspective of low carbon, carbon emissions comparison among various industries, vehicle ownership, highway construction scale, highway cost, financing pressure and highway project decision.
2, based on R statistical software, the quantitative relationship between traffic emissions and main influencing factors in expressway operation period is analyzed, and a quantitative calculation model of traffic carbon emissions in expressway operation period is established.
3, based on the object-oriented Visual Basic6.0 software, a simple and clear interface of the carbon emission calculation program in the operation period of the expressway is developed.
4, the author puts forward the definition and model of economical coefficient; 12 of the highway in Zhejiang Province in 12th Five-Year planning as the research object, the quantitative analysis of the correlation between single freeway traffic carbon emissions and economic value of feasible coefficient; benefit cost ratio reference ideas put environmental economic index F, and project decision to F-measure that is, to provide ideas and methods for the decision-making departments from the single freeway traffic coordinated development of carbon emissions and economic coefficient of feasible point of view.
5, in Zhejiang province trunk road network as the research object, through comparative, explore the different network density increases under the conditions of the proposed project of road network operation period the influence of the traffic carbon emissions, and thus put forward to reduce the network operation period traffic carbon emissions from road traffic emissions during operation angle to provide ideas and methods for the decision-making department.
