【摘要】:优先发展城市公共交通是我国的一项国家战略,也是解决越来越突出的城市交通问题的一个重要手段。为了实现政府公共职能,提高公交服务质量和最大化社会福利,缓解城市交通问题引起的各种城市病,我国政府提出“公交优先”战略,并对公交发展造成的政策性亏损予以财政补贴。然而,政策性亏损很难界定和测算,并且缺乏有效的补贴实施策略,造成公交财政补贴压力越来越大、效率低下。那么,探究合理的公交补贴测算方法和实施策略显得尤其重要。本论文以公交线路为基本单位,对其补贴测算方法进行探究。论文共四部分: 第一部分,总结国内外公交补贴研究成果和公交补贴状况。 第二部分,总结公交补贴测算一般方法,分析其存在的问题,深入分析研究公交补贴存在的问题,为补贴实施奠定基础。 第三部分,基于成本规制理论和委托代理理论,首先,分析公交优先战略下公交补贴理论依据,提出测算模型建立依据,将公交补贴分为两部分:一是基于成本规制的运营补贴;二是服务质量激励补贴。其次,建立相应的补贴测算模型,并对模型求解分析。最后,以实例验证模型的适应性和可操作性。 第四部分,从完善公交成本规制方法、加强服务质量激励补贴和推进招投标授权经营补贴实施三个方面提出公交补贴测算方法的实施对策,同时,为确保公交补贴测算方法的顺利有效实施,从补贴资金来源、补贴对象及形式、补贴评价及监督等方面给予建议。
[Abstract]:It is a national strategy of our country to give priority to the development of urban public transportation. It is also an important means to solve the more and more prominent urban traffic problems in order to realize the public functions of the government. To improve the quality of public transport service and maximize the social welfare, to alleviate the various urban diseases caused by urban traffic problems, our government put forward the "bus priority" strategy. However, it is difficult to define and calculate the policy losses, and the lack of effective subsidy implementation strategy, resulting in more and more pressure of public transport financial subsidies. The efficiency is low. So, it is very important to explore the reasonable method and implement strategy of bus subsidy. This paper takes the bus route as the basic unit, and probes into the method of calculating the subsidy. There are four parts in this paper: The first part, summarizes the domestic and foreign public transport subsidy research results and bus subsidy status. In the second part, the author summarizes the general methods of bus subsidy calculation, analyzes the existing problems, and studies the existing problems of bus subsidy in order to lay a foundation for the implementation of the subsidy. The third part, based on the cost regulation theory and principal-agent theory, first, analyzes the bus subsidy theory basis under the bus priority strategy, and puts forward the basis of establishing the calculation model. The bus subsidy is divided into two parts: one is the operating subsidy based on cost regulation; The second is incentive subsidy for service quality. Secondly, the corresponding subsidy calculation model is established, and the model is solved and analyzed. Finally, the adaptability and maneuverability of the model are verified by an example. Part 4th, from perfecting the method of bus cost regulation, strengthening the quality of service incentive subsidies and promoting the implementation of bidding authorization operating subsidies three aspects of the implementation of public transport subsidy measurement methods, at the same time. In order to ensure the smooth and effective implementation of the calculation method of public transport subsidy, suggestions are given from the sources of subsidy funds, subsidy object and form, subsidy evaluation and supervision, etc.
