【摘要】:本文首先从制度刚性角度阐述了四川省高速公路交通执法的概念、沿革、职能、具体职责的履行形式和作用。从发展倾向角度描述了公民体验的导向、概念和意义。从宏观管理背景角度摘要了本文所运用的理论基础。同时,本文从对高速公路生态系统组成的逐个剖析,界定了本文所关注的高速公路公民概念,即以不同方式缴纳高速公路通行费的所有的营运人和消费人,即是本文所研究的公民,高速公路生态系统其他组成人在不履行既定职责时,也是我们所研究的公民。抽样调查汇总了目前高速公路公民体验不适,包括对价格形成的不适、对交通组织的不适、对行政管理的不适、对公共服务的不适和对设计标准的不适,以及高速公路公民体验超前,包括对公民福利的期望,调整分配方式;对官方信息的期望,及时作出决策;对公司服务的期望,消除垄断经营。本文着重研究了四川省高速公路交通执法基于执法服务约束力的影响和基于公共服务拓展力的影响,分析了交通执法作为下的四川高速公路公民体验预期,即生命和财产安全有保障、出入口无壁垒和畅通、受关注和饮食卫生经济享受、消除寂寞和个性化。由此,确立了高速公路公民体验评价指标,即万车高速公路交通事故死亡率、大拥堵次数与同期比率、高速出行普及系数、信息化经费支出占总决算比重、公民体验反馈信息次数与同期比率。设计了信息获取和处理方式。建立了可以直观比较的评价模型。并以成绵广巴高速公路相关数据为基础,调查产生了指标体系权重和标准值,采用近期数据进行了数据分析示例。最后,基于四川省高速公路交通执法机构不善于处理求同和存异的关系、不善于处理继承和创新的关系、不善于处理法治与人性的关系、不善于处理安全与畅通的关系等现状分析,提出了交通执法作为下的四川高速公路公民体验提升具体规范,即规范路政管理、规范高速公路封闭区内道路运输管理、规范常见违法行为认定和处理、规范交通运政执法其他管理和规范打击偷逃通行费等。同时,基于高速公路交通执法工作面临的机遇和挑战,提出了服务高速规划、监测高速动态、消除高速障碍、推进高速项目、谏言高速政策、创优高速环境等建议。
