【摘要】：高速公路的飞速发展为高速公路的有效管理提出的新的挑战。在当前形势下,有偿使用高速公路,将收费用于偿还修路贷款还将是高速公路建设与管理的主要途径与办法。我国的高速公路建设实行多渠道投资,每个投资主体都具有独立法人资格,因此,我国高速公路目前是“一路一公司”的局面,有资格的投资主体负责投资路段的营运工作。正是这种局面而导致了每个投资公司都使用自己独立的收费系统,也因此使得也每个公司不得不在不同路段的主线连接处设立各自的收费站和发卡站来保证各自的收费。全国联网统一收费是我国高速公路收费发展的必然趋势。为解决在统一收费的前提下合理拆分车辆通行费的瓶颈,本论文尝试性的研究并探索了高速公路网的路径识别问题,并提供了相应的理论支持和解决方案,为全国联网统一收费制定收费政策及拆分账目提供理论依据。本文在具体分析了高数公路路径识别和费用拆分意义的基础上,系统阐述了国内外的研究现状,并对高速公路路径识别原理、路径识别技术方法和路径识别技术的影响因素做了充足论述。除此,本研究还对各种路径识别技术方法进行了对比分析,并从影响因素的角度论证了路径识别方法的选择依据。最后,根据我国的高速公路网现状,提出了路径识别问题及费用拆分的解决方案,并在山东省S24威青高速公路网上进行了仿真模拟研究。最终结果表明该解决方案具有可行性和有效性,能够成为解决我国高速公路网路径识别和拆分的可行性建议。
[Abstract]:The rapid development of freeway poses a new challenge for the effective management of freeway. Under the current situation, the paid use of expressway. It will also be the main way and method of highway construction and management to use the charge to repay the road repair loan. The highway construction in our country carries out multi-channel investment, each investment subject has the independent legal person status, therefore. At present, the expressway of our country is a "one way one company" situation, and the qualified investors are responsible for the operation of the investment section. It is precisely this situation that causes each investment company to use its own independent toll collection system. As a result, each company has to set up its own toll collection station and card issuing station in the main link of different road sections to ensure their own tolls. The national network unified toll collection is the inevitable trend of highway toll development in China. In order to solve the bottleneck of the reasonable splitting of vehicle tolls under the premise of unified charges. This paper tries to study and explore the path identification problem of the expressway network, and provides the corresponding theoretical support and solution. This paper provides a theoretical basis for the national network unified toll policy and split accounts. Based on the specific analysis of high-numbered road path identification and the significance of cost separation, this paper systematically describes the current research situation at home and abroad. And the principle of freeway path identification, route identification technology methods and the impact factors of the path identification technology are discussed. In addition, this study also makes a comparative analysis of the various path identification technology methods. Finally, according to the current situation of highway network in China, the paper puts forward a solution to the problem of path identification and cost split. The simulation research on the S24 Weiqing freeway network in Shandong Province is carried out. The final results show that the solution is feasible and effective. It can be a feasible suggestion to solve the problem of identifying and splitting the highway network in China.
