【摘要】：西北公路局于1935年元月成立，是西北公路交通运输的管理机构。秉承公路运输“安全、迅速、舒适、经济”四大要求，发扬“以交通使命，助成抗战目的；以抗战精神，充实交通潜能”服务精神，旨在加强西北公路建设和管理，整合西北公路运输资源，发掘公路运输潜能，提高公路运输效率，提高西北公路交通网的运输能力。一方面，负责修筑、改善与养护西北公路，促成贯穿于陕西、甘肃、宁夏、青海、新疆、绥远、湖北等七省公路交通网初步形成，加强与完善西北公路交通运输管理体制；另一方面，，鉴于抗战，急需军运和货运，为缓解交通运输压力，建立抗战后方战略基地，南京国民政府成立西北公路局，致力于国际运输、军事运输、特种运输以及普通客货运输。用以保证前方战略物资及时供应，实现后方客货运输畅通无阻，加强西北公路基础设施建设的有效管理，实现西北公路在“抗战建国”中的需要。文章思路及主要内容：第一，探究西北公路局创建的背景、沿革及其内部结构（主要包括机构内部组织情况和人事关系），洞悉西北公路局作为公路交通运输管理机构其自身的运营机制；第二，剖析西北公路局致力于西北公路干线的改善与养护工程以及附属交通设备的建设，以了解该局在西北公路工程方面的情况，从而突出其主要职责。同时，探讨修路民工与养路工人的贡献；第三，从车务管理、营运管理、交通监理、机料管理、电讯管理五个方面考量西北公路局的公路运输管理体制及其管理水平；第四，从西北公路局制定规章制度，统一交通管理；军事需要优先，保障抗战需要；提倡节约原则，提高交通运输效率；实行分区管理和办理省际联运；发展交通教育，提高员工素养四个角度透视其交通管理的特点，突出其经营理念和管理模式。第五，通过分析西北公路局公路运输管理成效与作用，突显其在抗战建国中的历史地位。同时，指出在公路改善与养护工程及公路运输管理中存在的问题与不足，用客观公正的态度评价其历史功绩。
[Abstract]:Northwest highway bureau was established in January 1935, is the northwest highway transportation management organization. Realizing the needs of Northwest Highway in the War of Resistance against Japan and the people's Republic of China. The main contents of this paper are as follows: first, the background, evolution and internal structure of Northwest Highway Bureau are explored.
