时间价值偏好下北京交通拥堵收费设计研究

【摘要】：基于北京市第四次交通大调查的46900户居民数据,以北京交通拥堵收费为研究对象,在刻画交通拥堵时空分布特征的基础上,从时间价值偏好下的收费群体、收费区域、基准费率及技术支持四个层面审视拥堵收费方案的设计,为相关部门实施拥堵收费政策提供策略建议。研究表明:①就收费群体而言,以小客车及非公共交通大客车为主要收费对象,其它类型车辆享受不同程度的优惠;②从北京拥堵特征的时空集聚角度来看,拥堵收费的区域设定为二环、三环及四环以内区域;③依据时间价值偏好设置基准费率,建议二环区域为40元/h,三环区域为30元/h,四环区域为20元/h。
[Abstract]:Based on the data of 46900 households in 4th major traffic surveys in Beijing, this paper takes traffic congestion charges in Beijing as the research object, and describes the spatial and temporal distribution of traffic congestion. This paper examines the design of congestion charging scheme from four aspects: toll group, toll area, benchmark rate and technical support under the preference of time value. The study shows that for the toll group, small bus and non-public transport bus as the main charging object. Other types of vehicles enjoy different degrees of concessions; (2) from the point of view of the spatial and temporal agglomeration of the congestion characteristics in Beijing, the area of congestion charge is defined as the second ring, the third ring and the fourth ring; According to the time value preference, it is suggested that the second ring region be 40 yuan / h, the third ring region 30 yuan / h, and the fourth ring region 20 yuan / h.
