【摘要】:随着中国经济的快速发展,长江航运规模日益庞大,,从而使得海事部门对航运公司及其营运船舶的管理工作量不断加大,管理难度日益加剧。目前海事部门的管理工作大多仍停留在使用word、excel等办公软件处理大量数据,大量工作依赖人工进行。这种方式一方面使得人员的劳动强度大,服务效率低下;另一方面容易在此过程中因为信息传输不畅通从而产生各种错误,已不适应当前对海事管理提出的“数字化”、“信息化”的要求。 本文以长江海事局举办的SMS指标评价体系的建立及评价模型培训为契机,通过实际调研了解各类航运公司评价指标,并对具体评价过程进行研究,构建了航运公司安全管理评价指标体系模型。将评价过程模型可视化处理,搭建最适宜的功能模块、业务流程及数据接口形式,编写了设计代码,调试后通过反复调研,使实际业务需求与设计思路一致,开发出航运公司评价系统并投入运行。本文主要完成了以下几方面工作: (1)通过调研分析获取评价指标,根据评选原则筛选了一级和二级指标,构建了指标体系层次结构。运用德尔菲法和层次分析法得到各项指标的权重系数,对各项指标进行无量纲化。确定评价指标计算模型,得到了安全综合评价指数。最后对评价模型进行数据验证,证实评价体系的可行性; (2)系统分为航运公司审核管理子系统、航运公司评价子系统和远程申报管理子系统三部分。以扩展性、经济实用性和易用性为设计原则,采用结构化生命周期开发方法,完成下列功能模块设计:用户管理模块、公司管理模块、船舶管理模块、人员信息管理模块、证书管理模块、审核管理模块、网上申报模块和统计分析模块; (3)系统采用C#作为开发语言,Browser/Sewer作为网络结构。在MS SQLServer2008环境下设计和实现符合海事局实际需求的数据库,在MS VisualStudio2010环境下实现航运公司评价系统的相关模块开发,并完成具体界面设计。经实际测试,能正常运行。 航运公司评价系统能够有效地加强海事部门安全管理,整合管理工作流程,为决策层提供真实有效的参考数据,从而提高海事部门服务水平。
[Abstract]:With the rapid development of China ' s economy , the shipping scale of the Yangtze River is increasingly large , so that the management workload of the shipping company and its operating ships is increasing and the management difficulty is increasing . At present , most of the management of the maritime department is still in use of office software such as word , excel and other office software to deal with large amount of data , and a large amount of work depends on labor . On the one hand , the labor intensity of personnel is large and the service efficiency is low ; on the other hand , the information transmission is not smooth , so that various errors are generated , and the requirement of " digital " and " informatization " proposed by the current maritime management is not adapted . Based on the establishment of the SMS index evaluation system and the evaluation model training organized by the Changjiang Maritime Bureau , this paper studies the evaluation indexes of various kinds of shipping companies through actual investigation and studies the concrete evaluation process . The evaluation process model is visualized , the most suitable function module , the business process and the data interface form are built . The design code is written . After the debugging , the actual business needs are consistent with the design thinking , the evaluation system of the shipping company is developed and put into operation . The paper mainly completes the following aspects : ( 1 ) The evaluation index is obtained through investigation and analysis , and the index system hierarchy is constructed according to the selection principle , and the weight coefficient of each index is obtained by Delphi method and analytic hierarchy process . The evaluation index calculation model is determined , and the safety comprehensive evaluation index is obtained . Finally , the evaluation model is verified to confirm the feasibility of the evaluation system ; ( 2 ) The system is divided into three parts : the audit management subsystem of the shipping company , the evaluation subsystem of the shipping company and the remote application management subsystem . With expansibility , economic practicability and ease of use as the design principle , the following functional module design is completed by adopting the structured life cycle development method : the user management module , the company management module , the ship management module , the personnel information management module , the certificate management module , the audit management module , the net application module and the statistical analysis module ; ( 3 ) The system adopts C # as the development language and Browser / Sewer as the network structure . In the environment of MS SQL Server2008 , the database which accords with the actual needs of the Maritime Bureau is designed and realized , and the relevant module development of the evaluation system of the shipping company is realized under the environment of MS Visual Studio 2010 , and the specific interface design is completed . The evaluation system of the shipping company can effectively strengthen the maritime safety management , integrate the management process , provide real and effective reference data for the decision - making layer , so as to improve the service level of the maritime sector .
