天津港无水港第四方物流体系建设研究

【摘要】:天津港是我国沿海地区最大且最重要的人工港,是集装箱物流和散货物流中心,在环渤海经济圈的建设中发挥着非常重要的作用。无水港在支撑区域经济发展方面起到不可或缺的关键作用,把“内陆地区”变成“沿海地区”,,提高对国内外投融资企业或主体的吸引,承接沿海港口经济的发展,支持内陆吸取的发展,也给港口所在城市经济的发展增添色彩。本文在天津物流建设发展的视角下,对天津无水港发展第四方物流进行探索,对于此的探索的研究有利于巩固扩大内地货源进而提高物流效率,节约资源。实现天津港的核心竞争力的改善和快速发展。 本文首先在天津环渤海经济圈发展的背景下研究天津无水港发展的内外部条件,指出天津港发展无水港第四方物流具有独特的经济区位优势;运用SWOT矩阵因子分析方法评估发现天津发展无水港具有如下优势与发展机会:地理位置优越,具有优质的顾客来源;便捷的交通运输线路;完善的港口物流资源;发展政策机遇等。但是天津无水港进一步的发展还面对如下问题:整体管理机制需要创新和改善;对于物流行业专业人才的培养力度仍待加大,人力资源层次亟待继续合理化;天津港“无水港”发展第四方物流,市场门槛较高;竞争对手实力较强等。通过对天津无水港四方物流建设的SWOT分析来考察第四方物流对天津无水港建设的贡献率问题。 对天津港无水港四方物流建设的准确定位是选择天津港物流发展的前提,本文基于行业创新模式的要素,构建影响天津港“无水港”第四方物流影响因素体系,通过实证分析研究影响天津港无水港发展第四方物流的主要影响因素,并对这些因素予以排序,寻找关键因素。得出管理水平、组织协调能力、方案设计能力为关键因素;过程控制能力、关系亲密度、订单管理能力、政策倾向力度、综合服务能力、市场实力、政府投入力度、技术实力为重要影响因素;信息优化能力与关系贡献度为一般影响因素。 最后,结合天津无水港四方物流的实际情况,针对管理、能力、实力等层面的约束机制,提出天津无水港四方物流发展的政策建议。首先要争取政府部门对构建第四方物流体系的支持;其次对天津港无水港自身的发展提出与第三方物流企业合作、构建第四方物流管理模式、改变已有模式、培养物流相关企业的建议;最后对第四方物流的基础设施、物流信息平台、专业人才培养和改变物流发展理念的支撑体系的建议。总之,本文希望建立天津港无水港第四方物流体系建设的探讨,为天津无水港第四方物流体系的建设提供理论指导。
[Abstract]:Tianjin Port is the largest and most important artificial port in the coastal areas of China. It is the container logistics and bulk logistics center. It plays a very important role in the construction of economic circle around Bohai Sea. The waterless port plays an indispensable role in supporting the development of regional economy, turning "inland area" into "coastal area". We will increase the attraction to domestic and foreign investment and financing enterprises or main bodies, undertake the development of coastal port economy, and support the development of inland investment and financing enterprises. It also adds color to the economic development of the port city. From the perspective of the development of Tianjin logistics construction, this paper explores the development of the fourth party logistics of Tianjin waterless port. The research of this exploration is helpful to consolidate and expand the inland cargo supply, improve the logistics efficiency, save resources, and realize the improvement and rapid development of Tianjin Port's core competitiveness. This paper firstly studies the internal and external conditions of Tianjin's waterless port development under the background of the development of Tianjin Bohai Sea economic circle, and points out that Tianjin Port's development of the fourth party logistics has a unique economic location advantage. Using SWOT matrix factor analysis method, it is found that Tianjin has the following advantages and development opportunities: superior geographical location, high quality customer source; Convenient transportation lines; Perfect port logistics resources; However, the further development of Tianjin waterless port still faces the following problems: the overall management mechanism needs to be innovated and improved; To the logistics profession specialized talented person's training dynamics still needs to increase, the human resources level urgently needs to continue to rationalize; Tianjin Port "no water port" to develop the fourth party logistics, the market threshold is high; The contribution rate of the fourth party logistics to the construction of Tianjin waterless port is investigated by the SWOT analysis of the fourth party logistics construction in Tianjin. The accurate orientation of Tianjin Port's four-party logistics construction is the premise of choosing Tianjin Port logistics development. This paper is based on the elements of industry innovation model. Construct the influence factor system of the fourth party logistics of Tianjin Port "no water port", through the empirical analysis to study the main influencing factors of the development of the fourth party logistics of Tianjin Port, and rank these factors. Find out the key factors. The key factors are management level, organization coordination ability and project design ability. Process control ability, relationship affinity, order management ability, policy tendency strength, comprehensive service ability, market strength, government input strength, technical strength are the important influencing factors; The ability of information optimization and the contribution degree of relationship are general influencing factors. Finally, according to the actual situation of Tianjin waterless port four party logistics, aiming at the management, ability, strength and other levels of constraints. This paper puts forward the policy suggestions for the development of the fourth party logistics of Tianjin's waterless port. Firstly, it is necessary to strive for the support of the government departments to construct the fourth party logistics system. Secondly, to the development of Tianjin Port without Water Port itself, this paper puts forward the suggestion of cooperating with the third party logistics enterprises, constructing the fourth party logistics management mode, changing the existing model and training logistics related enterprises. Finally, the fourth party logistics infrastructure, logistics information platform, professional training and change logistics development concept of the support system. This paper hopes to establish the fourth party logistics system of Tianjin Port and provide theoretical guidance for the construction of the fourth party logistics system of Tianjin no water port.
