提升长江干线泸州至重庆河段航道等级研究

【摘要】:长江是我国第一大河流,是全国内河航运最重要的水运主通道,水运条件十分优越,货运量占全国内河货运量的40%。长江干线航运是连接我国东、中、西部地区的重要纽带,泸州纳溪(距宜昌里程944km,下同)至重庆九龙坡(671km)河段的直接经济腹地为重庆、四川、云南、贵州等省市,该河段成为西部地区对外交通的重要通道。长江干线泸州至重庆河段的航道建设工程按Ⅲ级航道标准已实施完成。 近年来长江上游水运货运量增长迅速,船型不断增大,地方部门对提升航道等级的需求迫切。在2007年12月14日,国务院总理温家宝作出了“长江航道建设要加强”的重要批示,充分反映了国家对长江水运建设在促进地方经济建设中的重视程度,研究提升泸州至重庆河段航道等级非常必要。 本文采用资料收集、理论分析等方法对泸州至重庆河段提高航道等级的可能性进行了研究,主要成果如下: (1)从本河段运量发展需求及船舶大型化对航道尺度的需求两方面分析均要求提升泸州到重庆河段目前的Ⅲ级航道等级。 (2)以泸州至重庆河段的优良河段建立河相关系,采用等级流量法和稳定航深法对本河段进行航道等级潜能估算,Ⅰ级航道所需要的流量小于河段设计最低通航水位对应的流量,河段的来流量所能稳定的水深大于Ⅰ级航道尺度标准的水深;另一方面从该河段工程整治实践分析,部分滩险按Ⅲ级航道尺度标准整治时达到或超过该标准,由此说明,泸渝段航道经有效整治后能提高航道尺度。 (3)对泸州至重庆河段航道进行了全面核查,有44处滩段需要进行治理才能满足Ⅰ级航道条件的要求,提出了初步的航道整治思路,并重点以神背嘴滩险为典型代表,分析了神背嘴滩险的碍航特性、前期治理方案和效果,采用开挖右槽、左汉增建潜坝、加高河心碛坝上已建顺坝、丁坝的整治措施提升为Ⅰ级航道。
[Abstract]:The Yangtze River is the largest river in China and the most important main waterway for inland navigation in China. The water transport conditions are very superior, and the freight volume accounts for 40% of the national inland river freight volume. The Yangtze River trunk line shipping is an important link connecting the eastern, central and western regions of our country. The direct economic hinterland of the reach of the Luzhou Naxi (944km from Yichang mileage, the same below) to Chongqing Jiulongpo (671km) is Chongqing, Sichuan, Yunnan, Guizhou and other provinces and cities. The channel construction project between Luzhou and Chongqing reaches of the Yangtze River has been completed according to the third class waterway standard. In recent years, there has been a rapid increase in cargo volume and ship types in the upper reaches of the Yangtze River, and local authorities are in urgent need of upgrading waterways. In December 14th 2007, Premier Wen Jiabao of the State Council has issued an important directive "the construction of the Yangtze River waterway must be strengthened," which fully reflects the extent to which the state attaches importance to the construction of the Yangtze River waterway in promoting local economic construction. It is necessary to study how to upgrade the waterway grade from Luzhou to Chongqing. In this paper, the possibility of improving waterway grade in Luzhou to Chongqing reach is studied by means of data collection and theoretical analysis.
